EnergyLab Asia is an innovative not-for-profit organisation driving a fair and impactful transition to renewable energy in Southeast Asia. We were established in Cambodia in 2018 and are based in Phnom Penh. In 2024, we expanded our operations to Lao PDR and now work across Southeast Asia to advance clean energy solutions that benefit the entire region.

EnergyLab Asia is seeking Applications for the Clean Energy Fellowship (CEF) 2026 Program for both Phnom Penh and Siem Reap. We would like to extend our recruitment announcement of the Fellowship through the BongThom website to make it more accessible for the public. An applicant who meets all the eligibility criteria below with good application will be shortlisted for an interview.

The Clean Energy Fellowship (CEF) is EnergyLab Asia’s flagship program designed to equip early- and mid-career professionals from various sectors to become informed and active advocates for clean energy in Cambodia. Since 2019, the program has equipped early- and mid-career professionals from sectors such as clean energy, environment, natural resource governance, agriculture, garment and law to become informed and active advocates for clean energy in Cambodia. The program features three interconnected components: training, field visits to clean energy companies, and the publication of think pieces. These components are designed not only to build knowledge of clean energy, but also to develop critical thinking and leadership capabilities, enabling participants to become clean energy thought leaders.

The program delivers training through interactive seminars that encourage active learning, dynamic discussion, and spirited debate. It cultivates an environment where evidence-based learning is reinforced by critical analysis of the key factors shaping challenges and solutions in the clean energy sector.

In 2026, the program will be delivered in both Phnom Penh and Siem Reap, providing both cohorts with access to the same program components and opportunities.

Program Components and Tentative Timeline

Training sessions will be delivered mainly between February and August 2026 for both the Phnom Penh and Siem Reap programs, with actual dates to be finalised after the recruitment stage. Both Phnom Penh and Siem Reap programs will include the same components as follows:

Training

The program delivers a number of seminar-style training sessions on priority clean energy topics, political economy analysis (PEA), communications and project management. This component also features a retreat workshop in a select province to diversify learning environments and strengthen bonds between Fellows.

Think piece writing and publication

This component empowers Fellows to develop thought-provoking articles that critically analyse specific problems and solutions in the clean energy sector. Each piece weaves together evidence and the Fellows’ individual perspectives on Cambodia’s key clean energy priorities. With training and editorial support, Fellows will have the opportunity to publish their think piece in the next issue of Generation Power: The Future of Clean Energy publication.

Eligibility

  • Eligibility Criteria
  • Each applicant, who is interested in applying for the CEF program in Phnom Penh or in Siem Reap, will need to meet all the eligibility criteria as stated follows.
  • Nationality: Cambodian only
  • Location of Residence: Currently reside in Phnom Penh (for the Phnom Penh Stream) or Siem Reap City (for the Siem Reap Stream)
  • Professional Experience: Early to mid-career professionals with 2-10 years of work experience in, or an interest in the clean energy sector
  • Employment: Currently working in government, development partner organisations, civil society organisations, educational institutions, or the private sector
  • Sector Alignment: Clear demonstration of how the applicant’s current work or sector relates to clean energy
  • Writing Interest: Strong interest in writing articles on clean energy and its intersection with their professional sector
  • Community Solutions: Possess ideas for clean energy solutions they wish to pilot or implement within a community
  • Age Range: 22-35 years old
  • Graduation Requirements
  • Graduation, and hence the certificate of completion, are contingent on the fellows meeting the following requirements:
  • Attend a minimum of 90% of the training sessions, including the field visit.
  • Complete the pre- and post-assessment surveys and survey of each session required for the program.
  • Complete the think piece component by having the think piece finalised and published in an edited volume.
