The Cambodia Home-Based Workers Association (CHWA) is a Membership-Based Organization (MBO) for home-based workers, headquartered in Phnom Penh. It was founded by the Artisans Association of Cambodia (AAC) and HomeNet South East Asia (HNSEA). CHWA plays a crucial role in initiating and implementing activities across three provinces (Phnom Penh, Battambang, and Siem Reap) in Cambodia, focusing on the needs of home-based and other informal workers, and addressing issues related to social protection and livelihood. In 2009, CHWA became a member of HomeNet South East Asia (HNSEA) and later affiliated with HomeNet International (HNI) in 2021. The organization was officially registered with the Ministry of Interior (MOI) in 2024.

CHWA is looking for hiring a full-time Executive Director based in Phnom Penh, traveling to various provinces and cities in Cambodia. S/he is accountable to the President of Board of Directors of CHWA, Job description is available on request. Salary is negotiable.

Position Summary

OBJECTIVE

Operational and strategic management of the association’s development to provide services to improve the socio-economic well-being of informal workers (artisans/home based workers/ sub-contract workers).

Expectations - Duties, Responsibilities
  • Advocacy
  • Advocate and ensure home-based workers access to social protection services of the national social security fund schemes.
  • Livelihood
  • Design/Production
  • To work collaboratively with the Production Design trainer, consultants and member organizations’ staff in developing design plans for members
  • To work with the PD trainer, consultants and member organizations’ staff in development of systems for production scheduling including quality control
  • Marketing
  • To work with the Marketing Manager and consultants in developing marketing strategies and a comprehensive marketing plan for the CHWA.
  • Asist and enable members to access to local and international market
  • Leadership
  • Motivate and assist the CHWA member organizations/groups/individuals in the development of their income generation projects/business
  • Organize and actively participate in weekly meetings with the CHWA staff team to build the team capacity
  • Organize the agenda and minutes and active participation in monthly association meetings with the member organizations/groups/individuals
  • Develop and maintain relationships with Government Ministries, in particular the Ministry of: MOLVT, MOSALY, MOWA, MOI and others as deemed necessary
  • Develop and maintain relationships with affiliated International and National NGOs that have income generation projects related to craft production in Cambodia
  • Develop and maintain relationships with affiliated private sector business that may utilize member organizations for production
  • Develop and maintain relationships with affiliated international associations or bodies and International NGOs that are working in the promotion of artisans’ products and advocacy of disability and fair trade issues
  • Represent views of members at local, national and international level
  • Organizational Development/Management
  • Organize a yearly evaluation of the strategic plan with the CHWA chair person, committee and CHWA staff
  • Recruit and manage all staff employed by the CHWA and development of CHWA yearly staff evaluation procedures
  • Coordinate the organizational development of the CHWA as a legal entity with the support of the CHWA members and HNSEA, HomeNet International and donors
  • Report to the CHWA membership by writing and distributing a regular newsletter
  • Submit a written report to HNSEA as per format provided and line ministries
  • Inform HNSEA/CHWA chairperson about progress and problems arising within in the CHWA
  • Hold yearly CHWA annual General Meeting subject to budget availability.
  • Finance/admin
  • Submit a quarterly written expenses report to donors as per format provided and President of CHWA Committee
  • Initiate and participate in fundraising activities both within Cambodia and internationally to secure project funding
  • Make projections and monitor the donors/CHWA budget
  • Work with finance consultant and staff in the development of financial policy and systems for the association
  • Authorize all CHWA expenditure in accordance with CHWA financial policy
  • Other Duties
  • Perform additional tasks as deemed appropriate by the CHWA chairperson
  • Implementation of the strategic plan activities that are not within the responsibilities of CHWA staff
Requirements - Skills, Qualifications, Experience
  • Tertiary qualification in a field related to the above responsibilities
  • Minimum 3 years experience preferably in related craft industry
  • Minimum 3 years experience working in project management
  • Bi lingual in English and Khmer language
  • Computer literacy
  • Current passport
