Chair of the Board

HTK seeks a committed and experienced leader to serve as its Chair of its governing Board. This voluntary role offers a unique opportunity to contribute to pioneering drowning prevention interventions and meaningful social impact in Cambodia. The Chair of the Board will provide strategic leadership, governance oversight, and active support to the Executive Director and Board, ensuring the organisation remains mission-focused, ethically run, and sustainably managed.
This role is ideal for someone passionate about community development and willing to contribute their expertise and time to strengthen the development of a non-profit organisation. HTK has its office in Siem Reap, is registered with the Ministry of Interior and has volunteers in both Siem Reap and Phnom Penh. Whilst a lot of the Chair’s work can be online, it would be ideal for the Chair of the Board to initially meet the Executive Director in-person.

- Governance and Board Leadership
- Lead and facilitate quarterly HTK Board meetings, inviting the Executive Director [ED] and relevant stakeholders as appropriate.
- Set meeting agendas with the ED, ensure accurate minutes are recorded by one of the board members, and follow up on board actions.
- Lead efforts in board development, including recruitment, orientation, and capacity building.
- Uphold ethical governance practices and ensure compliance with HTK’s policies and Cambodian laws.
- Adhere to requests by the Royal Cambodian Government ministries as required.
- Strategic Direction and Oversight
- Gain an understanding of drowning and drowning prevention in the context of low-and middle-income countries, with support from HTK’s technical advisory partners.
- Gain an understanding of the organisations and donors relevant to drowning prevention in the region.
- Lead implementation of HTK’s strategic and long-term plans.
- Work with the Executive Director to align organisational activities and key performance indicators (KPI’s) with HTK’s mission and values.
- Leadership Support and Mentorship
- Meet with the Executive Director every 6-8 weeks to provide line management, providing support, accountability, and review of performance and progress.
- Conduct the Executive Director’s annual performance review, offering coaching and mentoring to support their leadership growth.
- Ensure the Executive Director is supported in applying HTK financial policies and managing program implementation effectively.
- Encourage the Executive Director to engage regularly with staff and volunteers and address any challenges they may face.
- To identify development needs of the Executive Director and facilitate support, as required.
- Areas for development may include time management, project management, productivity, performance management, strategic development, financial management, monitoring, evaluation, learning and development, etc.
- Support HTK with recruitment as necessary.
- Stakeholder Engagement and Advocacy
- Serve as HTK’s ambassador with donors, partners, government bodies, and NGO networks.
- Ensure the Executive Director maintains proactive communication with donors and partners, providing regular updates on actions and progress, as well as meeting reporting requirements.
- Encourage effective collaboration with partner organisations such as SWIM Cambodia, RNLI and UNICEF, and attend joint meetings when appropriate.
- Fundraising and Resource Mobilisation
- Support donor engagement strategies and help cultivate new funding opportunities.
- Oversee financial reporting and sustainability plans in collaboration with the Executive Director and advisors.
- Risk and Compliance Oversight
- Ensure HTK has effective risk management practices and complies with all legal, ethical, and policy obligations.
- Monitor organisational performance and program quality, and guide adjustments as needed.
- Experience:
- Proven leadership experience, ideally within the non-profit or development sector.
- Background in governance, organisational management, or program oversight.
- Desirable: Knowledge of the Cambodian legal, social, and cultural context
- Skills:
- Strong leadership and interpersonal skills, with a collaborative approach.
- Strategic thinker with sound decision-making abilities.
- Effective communicator with the ability to mentor and support others.
- Desirable: Skills in fundraising, financial oversight, and stakeholder relations.
