Position Summary

The position is for Migration and Anti-Human Trafficking Program

JOB PURPOSE:

The Case Manager is responsible for Migration and Anti-Human Trafficking Program. Caritas Cambodia is seeking a qualified, creative and committed professional Case Management to develop and manage a networking to provide individual services to survivorsof human trafficking in the form of forced labor, forced marriage and internet scamming. This position is responsible for the identification, recruiting, training and management of aftercare services, and tracking their activities. This position also support team member to ensure survivor aftercare services provision and impact, increasing the number of survivors brought to restoration and assisting survivors to engage with other social support for sustainable restoration. The approach must include survivors/victims, family, social service providers, law enforcement and other relevant governmental and development partners firmly work to ensure the result of the project reach to goal. The comprehensive range of project activities and the expected outcomes will help to facilitate the recovery of survivors and victims and contribute to a reduction in incidences of these crimes in the country.

  • Build and maintain loving; trusting relationships and keep confidential with survivors/victims, their family and other stakeholders of the project through meeting, peer talk and conduct training/event.
  • Be a good role model for Caritas Cambodia and several of project participants/ beneficiary.
  • Duties and responsibilities for project implementation:
  • Participate meaningful about the program objectives, activities and as well as approach to apply of each activity to reaching the project goal.
  • Implement the project through internal guide line or procedure of case management.
  • Access and interview the cases before and after cases intake to ensure the cases is match the target program.
  • Support manager and social workers to make the primary case identification and the process of case approval.
  • Develop a networking of service providers/partners for the purpose of mapping assistant support for survivors/victims during staying in Caritas Shelter.
  • Develop schedule of case interview with AHT-Police and MoSVY and schedule of re-integration to community for Cambodian survivors and repatriation for foreigner survivors.
  • Develop a networking of aftercare service providers/partners for the purpose of ensuring the survivors are engage with aftercare organizations and individual service providers within the network.
  • Proactive identification, mapping and engagement of organizations, private/businesses sector, relevant ministry/department who can provide specific services to survivors.
  • Engage proactively with existing networks, coalitions and forums to strengthening the capacity of organization.
  • Maintain strong relationships and good cooperation with MoSVY and DoSVY officials.
  • Develop regularly schedule for assess the survivor outcome based on Caritas guideline with team member​ and key stakeholder as a good team spirit.
  • Develop the data of survivors and track record the progress of survivors of each step.
  • Implement Caritas Cambodia’s procedure and guideline for client referrals, ensuring partners are clear on expectations and there is a smooth handover of clients, and ensuring all government protocols are met;
  • Manage client referrals to partners, coordinate partner agencies and providers, and monitor services provided.
  • Track client progress and provide guidance and mentorship to Case-Management Partners and Service Providers working with clients. Hold partners accountable to minimum standards;
  • Monitor partner/service provider performance by obtaining data on all services provided and by measuring client outcomes, as well as accompanying partners on client visits on a regular basis to evaluate partner social worker performance.
  • Contribute with case management team to provide counseling to survivors/victims when needed and provide information regarding to referral services.
  • Conduct clients assessment (need, strength and situation and relevant assessment).
  • Be creative working with the survivors/victims, especially to enhance their family’s socio-economic problems; discuss with survivors/victims to re-build their lives.
  • Attend and participate in regular Social Work Team meetings, anti-trafficking and child protection training and seminars.
  • Implement the project activities both in center based, community based and partner workshop based in good collaboration with team, trainers/teacher and other stakeholders.
  • Ensure survivors/victims are reach to target planned and organize orientation to all survivors/victims.
  • Lead the clients care and Wellbeing activities for all survivors/victims
  • Provide regular feedback to Manger.
  • Promote and practice high degree of accountability, responsibility and transparency.

  • Administration:
  • Participate in important meetings with the team and as assign by Project Manager.
  • Participate in Caritas staff meetings.
  • Develop good communications with team, caritas staffs, and other stakeholders.
  • Collect all documents related to the project.
  • Keep files in order: Expenditure, project activities and well organize the survivors file both hard and soft copy.
  • Monitoring and evaluation:
  • Make monthly plan and report and submit to Manger in the first week of month.
  • Write short weekly plans and reports of activities.
  • Collect all data every month and compile monthly statistics.
  • Assess the project every month to find area of improvement and solution.
  • Learn to write small stories as “case study” for newsletters and reporting to donors.
  • Capacity building:
  • Assess own training needs related to job and current position.
  • Learn to improve skill of counseling, survivor’s service and psychological skills…etc.
  • Learn by doing; observing and seek support when needed.

Languages:
  • Khmer - Fluent

Qualifications:
  • Master's Degree
  • Bachelor's Degree in Social Work or related field, or equivalent work experience;
Work History:
  • At least experiences providing case management aftercare services to survivors of Human Trafficking for 3 years
Skills & Knowledge:
General & Technical Skills
  • Experience providing community-based aftercare is strongly encourage
  • Experience working with multiple aftercare NGOs
  • Experience working with NCCT, AHT-Police, MoSVY, DoSVY and relevant Ministries
  • Experience connecting clients with individual service providers including businesses/privates sector and local grassroots organizations.
  • Case-management of survivors of Human Trafficking
  • Able to provide trauma counselling to survivors
  • Deep understanding of trauma and survivor needs specific to Human Trafficking
  • Knowledge of the operations of NCCT and MoSVY Guidelines on Identification of Victims of Human Trafficking.
  • Knowledge in project management, monitoring and reporting

Position Summary

This program seeks to provide comprehensive support, care and protection to foreign and local survivors and victims of human trafficking in the form of forced labor, forced marriage and internet scamming. The approach must include survivors/victims, family, social service providers, law enforcement and other relevant governmental and development partners firmly work to ensure the result of the project reach to goal. The comprehensive range of project activities and the expected outcomes will help to facilitate the recovery of survivors and victims and contribute to a reduction in incidences of these crimes in the country.

Administrative and Survivor Engagement Assistant

Position Summary

JOB PURPOSE

The Administrative and Survivor Engagement Assistant is working for Caritas Kandal Shelter to ensure administrative and survivor procedures are in compliance with Caritas policy.

Duties & Responsibilities:
  • Ensure good communication and cooperation with teamwork
  • Provide administrative support to Admin & Accountant Officer as program needed
  • Responsible for drafting correspondences, letters, invitations, incoming and outgoing letters
  • Maintain inventory list/fixed assets and organization assets
  • Ensure all procurement processes are followed financial policy and procedures.
  • Maintain administration filling system both soft and hand copy
  • Prepare administration contract/agreement as needed
  • Maintain the vehicles consumption and prepare the vehicle log-sheet.
  • Meeting hall arrangement and transportation arrangement
  • Facilitate, accompany and support to survivors needed related to other social services (market, hospital, tour, banking, religious prayer...etc).
  • Any other task may be delegated if necessary by line supervisor.
