Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship and 6) Sustainable institution.

WP has been granted a one-year FUTURE Ready Project funded by Mango Company through Plan International Spain and Plan International Cambodia.

Position Summary

Report To : Program Coordinator

Location : based in Phnom Penh with regular travel to Siem Reap Province

PURPOSE OF POSITION:

The Career Development & Youth Engagement Officer is responsible to support implementation of the project activities of FUTURE Ready project in Phnom Penh (Khan To) and Siem Seap at target district. The position will support secondary schools in implementing career counseling, life skills development and youth engagement activities that empower girls and boys to plan their education and future careers with confidence.

The project objective is to improve personal development (vocational education and personality/social relations) of girls and boys in secondary education. It will offer the opportunity to fully support the study of soft skills, study planning, career path selection and future career; especially supporting study for life so that they can integrate into society with confidence.

This position will support Program Coordinator and other relevant staff who are responsible to implement the FUTURE Ready Project and will also work as partnership with PLAN INTERNATIONAL CAMBODIA, Ministry of Education Youth and Sport, and others stakeholders in implementing the project activities within the geographic area of project.

Duties & Responsibilities:
  • Capacity - Building
  • Conduct capacity-building workshops for school management and counselors.
  • Develop gender-sensitive counseling guidelines and toolkits.
  • Lead the establishment and coordination of Girl-Led Career Counseling Clubs and peer-to-peer support programs at selected schools.
  • Provide guidance and technical support to teachers and school counselors and School Management Committee on integrating career education into school activities.
  • Establish an organized network that facilitates connections and mutual support among girls
  • Organize guest speaker sessions career and education fairs.
  • Community & Business Engagement
  • Facilitate collaboration with local businesses, community organizations, and parents to create learning and internship opportunities for students.
  • Engage parents and community in support of girls' career aspirations
  • Build partnerships with community networks, local leaders, and parent committees.
  • Identify and develop partnerships with local and women-led businesses.
  • Coordinate internship, apprenticeship, and job-shadowing programs.
  • Promote corporate social responsibility engagement in education.
  • Develop Workshop Materials
  • Work collaboratively with PLAN INTERNATIONAL CAMBODIA in career orientation and gender -sensitive counseling tools kit update.
  • Support development of peer mentoring and peer counseling materials
  • Support the development of tools, systems, processes and approaches that continuously improve technical excellence and impact in the area of inclusive and gender responsive
  • Student Participation
  • Promote students’ participation, leadership, and inclusion in all project initiatives.
  • Organize training for peer mentors and club leaders
  • Promote inclusion of both girls and boys in soft skill and life skills sessions.
  • Gender Equity
  • Support gender-equity messaging in schools and communities.
  • Provide information inclusive and gender responsive data and materials, such as special reports, photographic and sound recordings, etc. related to the programme, as and when required.
  • Reporting/ Monitoring
  • Maintain database of partners supporting student development.
  • Collect data, track beneficiaries, gather community feedback, document success stories, and report progress against project indicators.
  • Submit Monthly, Quarterly and Annual Reports to Program Coordinator
  • Submits action plans and activity reports on programme activities to Program Coordinator.
  • Jointly conduct monitoring/networking visits to project implementation sites and ensures compliance with donor Management Procedures & Guidelines of WP, PLAN and Mango in the implementation of the project.
  • Networking
  • Maintain direct communication with Government authorities and non-governmental organisations at national and sub-national levels.
  • Collaborate with Department of Career Orientated of Education Youth and Sport to:
  • organize career orientation events, mentorship sessions, and soft skills workshops for students, and
  • conduct capacity building to teachers and school principles to promote opportunity to fully support the study of soft skills, study planning, career path selection, future career, especially support study for life so that they can integrate into society with confidence
  • Manage and maintain good communication and relationship with all stakeholders such as local NGOs and INGOs under the target area and to seek their support for and implement the program if needed.

  • Explore the possibilities for and advise the Director/Program Coordinator on new approaches for development cooperation and working methods that can further improve its overall programme related to inclusive and gender responsive.
  • Perform such other relevant tasks as required for the implementation of the project.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Education, Counseling , Youth Development, or equivalent , or a related field with a focus on gender.
Work History:
  • At least experience in development sector (NGOs, CSO) and experience with and/or gender/social inclusion related job for 3 years
Skills & Knowledge:
General & Technical Skills
  • Experience work in education (lower secondary school and upper secondary and youth engagement
  • Good experience in project management, advocacy and knowledge management
  • Proven ability in the management of large integrated programs in developing countries; familiarity with, FUTURE Ready project, history and development; working with professionals, government inistries and with donor colleagues in country; leadership of large and diverse teams; diplomacy, strong presentation skills, speaking and writing. Good English skills are required.
Soft Skills
  • Initiative and creative in solving problems with strong facilitation and analytical skills
  • Strong ability to work both independently and in a team
  • Good organizing skills and interpersonal skills
