AHF has its bureaus in four regions including Africa, Asia, Europe and America. AHF Asia Bureau, is located in Phnom Penh, is operating its activities in a number of countries in Asia such as: Cambodia, China, Indonesia, Myanmar, Nepal, Philippines, Thailand, Vietnam and LAOS.

Position Summary
Duties & Responsibilities:
  • Providing clinical support for doctors at AHF-supported sites and other government sites as requested;
  • Be responsible for participating in technical activities, conferences, and meetings related to HIV/AIDS care and treatment, and updating information about HIV/AIDS care and treatment to AHF Cambodia Team and the health staff at AHF –supported sites;
  • Ensuring the provision of quality HIV/AIDS care and treatment services in line with national protocols and guidelines.
  • Under supervision of Country Program Manager (CPM), implementing evidence-informed techniques and strategies to ensure quality programming in HIV/AIDS care and treatment activities;
  • In collaboration with Linkage focal person; implementing quality community adherence support activities relating to community out reaches, on site testing and treatment and care in and around health facilities;
  • Under guidance of CPM, involving in development and distribution of appropriate job aids and education materials for testing support staff and adherence counselors at the sites;
  • Under guidance of CPM, identifying documents and sharing key lessons learnt from health facilities;
  • Under supervision of CPM, facilitating partnership meetings between key staff meetings at treatment sites and community support staff at each health facility;
  • Working to strengthen care and treatment systems within health facilities for improved quality services in collaboration with care and treatment team members and partner health facilities
  • Ensuring high performing and quality assured through managing a number of ARV sites and conducting site visits as needed
  • Involving Preparing annual work plans, budgets, and quarterly reports for activities related community services.
  • Managing and monitoring the quality of existing HIVAIDS related program, identifying new areas for AHF operation in Cambodia;
  • Providing technical support for partners in the area of HIV Testing, Care and Treatment, including training support and implementing;
  • Conducting regular monitoring and evaluation of the project outlined in the work plans and keeping CPM informed of the quality, relevance and other important issues of the project to manage effective implementation to achieve targets of the set objectives;
  • Conducting a situational analysis that provides information about treatment related projects or activities, including government prevention and treatment plans on various provinces of Cambodia;
  • Updating HIV/AIDS physicians, nurses, and other staff at the testing and ARV treatment sites with the latest information on HIV testing, ART, counseling, adherence and other –related issues;
  • Providing assistance and guidance to Provincial Health Authorities and testing and treatment sites and other partner agencies to analyze and use data from their monitoring and evaluation system to make informed decisions on ARV treatment related activities;
  • Leading and/or assisting in the planning and scheduling of training, workshops, presentations and other events;
  • Developing and maintaining databases;
  • Participating to the development of project proposal, recourses and material on HIV/AIDS;
  • Assisting with information sharing and networking among partners;
  • Performs other duties as required by CPM.
Expected Profile of Candidates
Work History:
  • At least experience working in HIV/AIDS care and treatment for 5 years
  • At least experience in community-based health programs/health development field with experience in HIV/AIDS for 5 years
Skills & Knowledge:
General & Technical Skills
  • Medical Doctor Degree; Public Health Degree as optional
  • Program management and organizational development experience and experience working with care and treatment issues is helpful;
  • Experience in conducting/facilitating mentor tasks, trainings/workshops;
  • Experience in supervising staff and acting as a liaison to relevant ministries and stakeholders.
