The Capacity Development Specialist (Part-time) reports to the Program Director and leads the planning, coordination, implementation, monitoring, and evaluation of CamboJA's capacity development activities. The role works closely with journalists, media workers, and other target groups to assess learning needs, design and deliver training and coaching programs, monitor learning outcomes, and ensure compliance with organizational and donor requirements. The Specialist also promotes ethical, professional, and accountable journalism through training, mentoring, and partnership initiatives.

- Planning & Implementation of capacity development activities
- Work closely with the Program Director and relevant teams to plan, organize, and implement capacity development projects and activities.
- Contribute significantly to planning and delivering training and ongoing coaching for local journalists and citizen journalists on professional, accountable reporting of public financial management-related topics.
- Deliver trainings and consultation workshops to strengthen the ethical reporting capacity of CamboJA’s target beneficiaries through various project funding mechanisms and business partnerships.
- Work closely with the communications and membership focal point to keep journalists, including members and non-members, informed about CamboJA’s capacity development opportunities.
- Ensure that activities are implemented on time and in accordance with approved work plans.
- Ensure each activity budget is used effectively, efficiently, and in compliance with rules and policies of CamboJA, partners/funders.
- Participate in strategic planning process to design capacity development activities that are relevant to the needs of target groups
- Coordinate logistical arrangements for capacity development activities, including venue, catering, materials, agendas, concept notes, training plans, and reports, with support from an intern where applicable.
- Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Ensure integration of GEDSI into all activities and capacity development initiatives
- Carry out capacity needs assessment to identify capacity gaps among target groups and inform curriculum development
- Develop pre- and post-test questionnaires and other relevant tools to assess training results in consultation with the MEAL Specialist.
- Evaluate the effectiveness of training, ongoing coaching, and other types of support services, including participants’ learning progress, reporting outputs, and application of professional and accountable reporting standards.
- Collect, enter, and analyze monitoring and evaluation data to support learning, reporting, and program improvement.
- Produce case studies, most significant change stories, success stories, and other learning products as required.

- Bachelor's Degree in Journalism, communications, media studies, development studies, education, social sciences, or another relevant field
- Capacity development, journalism training, media development, communications, civil society, or development programming for 3 years as a minimum
- Demonstrated experience designing, facilitating, and evaluating trainings, workshops, mentoring, or coaching activities for journalists, citizen journalists, community reporters, or civil society actors.
- Experience working on ethical journalism, public-interest reporting, public financial management-related reporting, accountability, governance, transparency, or related themes is an advantage.
- Experience coordinating donor-funded projects, managing activity budgets, preparing reports, and working with partners or stakeholders is desirable.
- Strong understanding of journalism ethics, media freedom, public-interest reporting, and Cambodia’s media development context.
- Ability to design practical training content, facilitate participatory learning, and provide constructive coaching to journalists and citizen journalists.
- Good planning, coordination, budgeting, documentation, and reporting skills.
- Ability to work collaboratively with internal teams, partners, donors, trainers, consultants, and diverse target beneficiaries.
- Good communication skills in Khmer and English, including the ability to prepare clear reports, training materials, and activity documentation.

Program Intern – Capacity Development Support

- Program and activity support
- Assist the Capacity Development Specialist in preparing work plans, activity schedules, agendas, concept notes, participant lists, training materials, and other documents for capacity development activities.
- Support logistical arrangements for trainings, workshops, consultations, mentoring sessions, and other program activities, including venue coordination, materials preparation, registration, refreshments, and travel arrangements.
- Assist with participant communication, including invitations, confirmations, reminders, attendance tracking, and follow-up messages.
- Documentation, monitoring, and reporting support
- Collect, organize, and file activity documents, including attendance sheets, photos, evaluation forms, consent forms, training materials, and other supporting documents.
- Enter and clean monitoring data, including participant information, pre- and post-test results, feedback forms, and activity outputs, under the guidance of the Capacity Development Specialist and MEAL Specialist.
- Support preparation of short activity notes, draft reports, success stories, learning notes, and other documentation required for internal and donor reporting.
- Communication and coordination support
- Coordinate with internal teams, trainers, consultants, participants, and partners as requested to support smooth implementation of activities.
- Assist in drafting simple correspondence, announcements, invitation letters, meeting notes, and internal updates in Khmer and English.
- Support translation and proofreading of basic documents between Khmer and English when required.

- Maintain organized electronic and hard-copy filing systems for capacity development activities.
- Support procurement, finance, and administrative documentation related to activities, in coordination with relevant staff and in line with CamboJA policies.
