GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

In-Company Training (In-CT) plays a crucial role in bridging skills gaps in Cambodia’s labor market. By equipping employees with the specific skills needed for success, it serves as a vital component of a flexible Technical and Vocational Education and Training (TVET) system that responds to the demands of the private sector.

Within this framework, the ASEAN-Swiss TVET Initiative (ASTI)—a regional project funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH—has been working under the technical leadership of the Department of Standards and Curriculum (DSC) of the Directorate General of TVET (DGTVET), Ministry of Labour and Vocational Training (MoLVT), in close collaboration with ASTI’s Business Chamber Partners (BCPs). Together, the project successfully organized the first batch of capacity building training for In-CT, which trained 35 in-company trainers from the private sector and partner companies engaged in Work-Based Learning (WBL). The training focused on pedagogical skills essential for effective in-company training delivery.

Building on the success of this first batch, and with the aim of expanding the pool of qualified in-company trainers to support the scale-up of WBL implementation, the ASTI project is now recruiting a qualified national consultant as Lead Trainer (together with a Co-Trainer) for a short-term assignment. This team will be responsible for designing, developing, and delivering the next two batches of the In-Company Training of Trainers program, to be conducted in Phnom Penh.

Project Title: ASEAN Swiss TVET Initiative (ASTI)

The training will be based on Cambodia’s Standard Training Package (STP) for In-Company Trainers and the ASEAN Guideline for In-Company Trainers, while also incorporating lessons learned from the recently completed first batch. The program consists of 80 hours of instruction delivered through blended and hybrid methods, focusing on four core competencies: job analysis, training preparation, training delivery, and end-of-training assessment.

The Capacity Building Program will be delivered in two batches (referred to as the 2nd and 3rd rounds), starting on 13th October and concluding by 28th of December 2025. Further details are provided in Section (2) below.

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83497279 to the email address at the latest five working days before the deadline of submission of the bid.
