The Cambodia Food and Service Workers’ Federation (CFSWF) established in 2007 by workers from food and service sector, CFSWF is a democratic and independent trade union federation representing workers in the food and service sectors across Cambodia.

We represents and standing out to raise the issue related to insecure jobs and income, unsafe working conditions, shrinking space to exercise fundamental freedom and limited access to social protection.

CFSWF is seeking and interested candidate to apply for a consultancy to conduct an assessment action research on gender base violence, Occupational Health and Safety (OSH) including Mental health and Well-Being of workers in Food and Service sector under CFSWF target group in 3 areas : Phnom Penh, Siem Reap, and Sihanouk ville.

Summary

Work/Service Description : Recruitment of Consultant to an assessment action research on gender base violence, Occupational Health and Safety (OSH) including Mental health and Well-Being of workers in Food and Service sector under CFSWF target group.

Project Title: Women workers in Agri-Food sector in exercise their right, and have access to adequate labour and Social Protection contribution to Gender Equality and (Shock) resilient, through better representative, policy and Practice Change.

Duration of Work : August to Oct 2026

Expected Started Date : 17 August 2026.

The Consultant/Service Provider Scope of Work :

Conduct research consultancy to conduct an assessment action research on gender responsive of social protection in Restaurant, Entertainment workers, and Food and Beverage.

Responsibilities :

The consultant/service provider will be responsible for the following tasks:

  • Develop questionire for conducting interview and methodologies
  • Develop workplan for condcuting interveiw in three provinces
  • Conduct focus group discussion
  • Survey 120 workers, KII 15
  • Submit a full assesment report that reflects the achievement of key finding results in Khmer and English
  • Summary and conduct the factsheet of the finding (full, summary, factsheet) in Khmer and English
  • Presentation about the report finding during the process of consultation conducted by CFSWF
  • Produce 4 case studies in Khmer and English

Budget: 4,000 USD-4,500 USD including TAX

Method: Qualitative primary data collection, secondary data, and literature review. Depending on the availability of secondary data, some primary quantitative data collection may be required for indicator measures. I

Contract Cost:

The total contract amount will charge subject to VAT 10% according to the Cambodian Tax Law or 15% of the Withholding Tax law of Cambodia (for individual/unregistered consultant) from the total fee.

Eligibility

  • Minimum of advanced Bachelor’s Degree of Laws or any related fields
  • Minimum 5 years’ Experience in the field of conduct/interview workers rights, decent work, safeworkplace, labor law and trade uion
  • Proven experience in developing questionires, and tools
  • Understanding about action research process
  • Strong communication and interpersonal skills
  • Strong knowledge of the Cambodian context, particularly regarding worker rights and labor rights;
  • Fluency in spoken and written Khmer and English
  • Technical Proposal: assessment outline and methodology, materials and tools to be used during the interview process;
  • Detailed work plan and timeline of the assignment
