Background

The Climate Resilience Enhancement for Building Adaptive Capacity in Agri-Value Chains in Cambodia (CREA) project was approved in March 2024 with a total duration of four years and a grant of USD 4.86 million from the Global Environment Facility (GEF). The project is administered by the International Fund for Agricultural Development (IFAD) and implemented by the Ministry of Agriculture, Forestry and Fisheries (MAFF). The project operates in five target provinces, Battambang, Kampong Chhnang, Kampong Thom, Prey Veng, and Takeo, selected for their exposure to climate risks. CREA promotes adoption of climate-resilient technologies (CRTs) and innovative finance solutions for smallholder farmers, ACs/POs, and agri-MSMEs. The project is expected to benefit about 10,000 households, of which 1,500 are women-headed.

Objective of the Call

MAFF invites qualified CRT providers to submit proposals to partner with the CREA Project to scale up and commercialize CRTs in Cambodia. Selected providers will receive technical assistance and grant support through the Business Acceleration Program (BAP).

Support Available to Selected CRT Providers

Business Acceleration Program (BAP)

A 12-month program (extendable) providing technical assistance by an international consultancy firm. Support includes post-investment management, finance mechanism refinement, after-sales services, corporate governance, and project management. As part of the TA support, the following areas will be covered: (i) strategic planning and business plan; (ii) business advisory or coaching; (iii) acquiring human resources; (v) internal control systems, including financial records, management, and governance; and (v) legal and taxation.

Demonstration Unit Grant

Selected CRT providers will receive grants to establish demonstration units of their technologies in key target areas for training and market promotion. The CRT demonstration will also focus on the value chains that more women farmers are involved in such as vegetables, chicken and livestock productions. It is critical that farmers receive the highest quality products while ensuring their safety. Grant amounts will be determined on a case-by-case basis and will depend on the overall cost of the CRT as well as co-financing provided by the CRT provider. Selected CRT providers will lead demonstration units with project grant support. CRT providers will select interested farmers, including women and youth, who will serve as 'lead champions' and have the opportunity to test different financing/business models. The grant will cover:

  • Site selection, field visits for assessing demand, willingness to pay for CRTs
  • Cost of the CRT and a Return on Investment (ROI) to evaluate profitability of an investment;
  • Farmer-to-farmer exchanges, workshops, seminars on the ground where the installed demonstration units are for raising awareness of farmers, part of AC/POs/youth groups.

Eligibility

  • The CRT provider must have operated for more than one year and have up-and-run products which are ready to scale up and generate revenue.
  • Prioritize sectors such as ICT, agriculture, fisheries, forestry and services but also open to other sectors.
  • Potential to generate value creation for social and/or environmental creation.
  • Must be currently fundraising and seeking to become more “investment ready” or has recently raised funds from the partners and would like additional support to help grow the business.
  • Priority will be given to the applicants who are also interested to attend the Business Acceleration Program or have already secure pre-seed or investment capital.
