Announcement Description

The Northern Tonle Sap Basin is one of Cambodia's most important agricultural regions, providing a fifth of the country's cereal and grain production, including 20 percent of the national aromatic rice production. At the same time, there are growing market opportunities for high-value and niche value chain products such as mango, cashew, organic rice, and leafy vegetables. Home to approximately 20 percent of the population, the Northern Tonle Sap Basin is one of the regions that is most vulnerable to floods and droughts due to climate change, which is affecting local livelihoods significantly. Most smallholder farmers and other value chain actors remain marginalized and vulnerable to climate change impacts. This is due to a combination of financial, technological, regulatory, market, and knowledge capacity barriers associated with environmental degradation and loss of natural resources in the targeted landscapes, which expose rural communities to food and water insecurity and unsustainable livelihoods.

PEARL Project aims to enhance the resilience of smallholder farmers, especially women's groups, and local communities to climate change. The specific objective is to promote access to market opportunities and instruments that will reduce smallholders' vulnerability to the impacts of climate change while improving agricultural production and rural livelihoods. The project offers a holistic, three-fold response to enhance adaptation and reduce climate-related risks, with investments aimed at:

  • Enhancing smallholder farmers' capacities to manage climate change impacts and related risks.
  • Increasing market incentives and access to technologies that promote climate-resilient, higher-value, diversified, and sustainable production and processing.
  • Strengthening regulatory and institutional frameworks and capacities for climate-resilient agricultural certification, increased public-social-private partnerships, and climate-informed investment support.

Duration: 6 months from June 2025 to December 2025

The primary objective of this bid is to engage a qualified technical service provider to establish a functional hardware infrastructure for a central and interconnected network of databases that support harmonized agrometeorological data sharing agreements under the PEARL Project. The assignment aims to enable effective data exchange among institutional partners and ensure compatibility with existing digital dissemination platforms.

The service provider (SP) will be responsible for delivering a package of work encompassing three main components:

  1. Procurement and Installation of Hardware: The SP will procure and install the necessary hardware to establish a central database and a network of interconnected databases under the PEARL Data Sharing Agreements, ensuring that the system meets the specifications required for harmonized data sharing and management among key institutional partners. This includes configuring all hardware components and ensuring full operational readiness in line with the project's technical requirements.
  2. System Configuration, Training, and Handover: The SP will configure the installed systems to align with existing Standard Operating Procedures (SOPs) and ensure compatibility with relevant data dissemination platforms, including MAFF’s web portal and mobile applications. The SP will also be responsible for delivering hands-on training for designated government staff, enabling them to operate and maintain the systems effectively.
  3. Aftercare Services and Technical Support: The SP will provide ongoing technical support and aftercare services for a minimum of 12 months following installation. This includes troubleshooting, routine maintenance, performance monitoring, and updates to ensure the systems continue functioning smoothly and reliably in support of agrometeorological data management and dissemination under the PEARL Project.

Bidder Eligibility

  • Qualification Requirements:
  • The service provider will need to consist of a team of qualified professionals with demonstrated experience in hardware infrastructure, database setup, and technical capacity development in government or development contexts. The team should include the following key experts:
  • Information Systems Manager:
  • A Master’s degree in information technology, data systems, information management, or a closely related field, with a minimum of 15 years’ experience implementing similar systems, preferably in agricultural or climate-related sectors.
  • Proven experience in managing complex IT projects at the national level in developing countries, including in Asia. Prior experience in Cambodia is highly desirable.
  • Demonstrated knowledge of government systems, protocols, and data management practices, particularly in contexts involving agriculture, climate, or rural development.
  • Strong leadership, coordination, and communication skills, with the ability to effectively engage with government counterparts, international organizations, and other stakeholders.
  • Fluency in written and spoken English is essential; working knowledge of Khmer is an asset.
  • IT Engineer / Infrastructure Specialist:
  • A formal academic qualification in information and communication technologies, computer engineering, or a related technical discipline.
  • Demonstrated expertise in procuring, installing, and configuring server hardware, storage devices, and network equipment in institutional settings.
  • Substantial experience in developing countries, especially within the Asia-Pacific region; experience in Cambodia is an added advantage.
  • Team-oriented with strong analytical skills and the ability to provide technical solutions in a dynamic working environment.
  • Excellent interpersonal skills, self-motivation, and capacity to work independently under tight deadlines.
  • Proficiency in both written and spoken English is required.

Submission Requirements

The consultant will be selected by the Individual Consultant Selection (ICS) method set out in the Royal Government of Cambodia (RGC)’s Updated Standard Operating Procedures (SOP) Procurement Manual externally financed project/programs (PM), promulgated through Sub-decree 181, dated December 2019. In submitting expressions of interest/application, interested applicants are kindly requested to provide items in the attachment to the bid including 1) Company profile and relevant project experience, 2) Detailed work plan compliant with the details in Annex 1 and 2, Detailed cost of the activities, 3 Proposed methodology and consultation process to be used to finalize the functional specifications and technical specifications, 4) Proposed modelling system including all aspects of seasonal forecast finalization and preparation of modelling results for the four PEARL target crops i.e., cashew, mango, rice, and vegetables, 5) Team composition and CVs plus degree certificates of key personnel, with a minimum of two detailed CVs of personnel responsible for design, development, and training. The team should demonstrate experience working in multicultural settings and with professionals from multidisciplinary backgrounds. Experience in developing such products in two or more countries is required. Basic understanding of climate datasets and how to integrate them with agriculture products is advantageous but not required, 6) Documented examples of previous activities in the field of IT systems for agrometeorology, potentially including links to national-level web-based platforms,
