Announcement Description

The Asia Foundation is seeking proposal submissions from civil society engaging in the Women, Peace and Security (WPS) agenda in Cambodia for the AMPLIFY: Amplifying Women’s Peace Actions in ASEAN.

The AMPLIFY: Amplifying Women’s Peace Actions in ASEAN is a five-year regional initiative of The Asia Foundation supported by the New Zealand Ministry of Foreign Affairs and Trade (MFAT) that aims to mitigate the disproportionate impacts of conflict and insecurity on women in ASEAN and to strengthen peace actions through women’s participation and receipt of benefits.

  1. ASEAN and ASEAN Member States demonstrate meaningful commitment to women, peace, and security and advance knowledge and dialogue.
  2. Civil society organizations in ASEAN influence women, peace and security commitments and delivery of commitments.
  3. Women meaningfully participate and lead in peace and security actions in areas vulnerable to insecurity so that responses are informed by women’s voices and mitigate insecurity

Background

As Cambodia is preparing for the development of its first National Action Plan on Women, Peace and Security (NAP-WPS). Civil Society Organizations (CSOs), peacebuilding and gender non-profit organizations, women’s groups, and youth organizations play a critical role in ensuring that the voices, experiences, and priorities of communities are reflected in this national agenda.

To strengthen civil society engagement, TAF-AMPLIFY is establishing a WPS-CSO Platform. This platform will enable CSOs/NGOs to build knowledge, share experiences, and collaborate in shaping Cambodia’s WPS agenda. Through this Call for Proposals, small grants will be provided to CSOs/NGOs to design and deliver activities that (i) strengthen WPS capacity among CSOs/NGOs and youth, and (ii) gather collective civil society inputs to influence the forthcoming NAP-WPS.

Summary

Objectives of the Grants

The objectives of grants that will be supported include:

  1. Strengthen CSOs and organizations’ knowledge and capacity on Women, Peace and Security (WPS).
  2. Create safe spaces for learning, capacity strengthening and collaboration among civil society actors influencing WPS agenda at the national level.
  3. Gather collective CSOs inputs and priority recommendations to inform TAF and stakeholders on WPS

Scope of Work & Key Deliverables

Selected CSOs will be expected to deliver any or at least of the following key deliverables:

  1. Organize at least two (2) Capacity-Building Training Sessions
  2. Conduct activities in support of Safe Learning & Engagement Spaces— Initiate a safe platform/space (inclusive dialogue among CSOs/youth and peacebuilding organization on WPS)
  3. Organize one-two (1-2) consultation workshops on NAP-WPS Priorities and inputs with close engagement with AMPLIFY team
  4. Each of the key deliverable, CSOs applicants will be required to produce a final Report and/or WPS Knowledge Product

Expected Results

  • At least 50 representatives of CSOs and youth organizations trained on WPS related topics identified (e.g. WPS related agenda/topics including Cybersecurity, migration, transnational crime, Climate, peace and security etc.)
  • Improved understanding and application of WPS principles among local civil society.
  • A consolidated set of CSO recommendations and inputs based on WPS thematic priority areas
  • Strengthened solidarity and collaboration among Cambodian CSOs on WPS to enhance the WPS-CSOs Platform.

Timeline

Proposals should outline a detailed timeline for the implementation of activities, including key milestones and deadlines.

Eligibility

  • Registered local CSOs, women’s organizations, or youth organizations operating in Cambodia.
  • Demonstrated experience in gender equality, peacebuilding, human rights, community engagement, or advocacy and its relevance works on the 4 pillars of WPS.
  • Commitment to inclusive, participatory approaches, with sensitivity to gender, peacebuilding, and conflict contexts.

Submission Requirements

Proposal Submission

Interested organizations should submit their proposals including the following documents:

  1. Project Proposal: A detailed proposal outlining the project objectives, activities, workplan, Monitoring, Evaluation and Learning for the expected outcomes and outputs align with the area/topics mentioned above. (link to proposal template)
  2. Project budget plan: A detailed budget outlining the costs associated with the proposed activities.
  3. Organizational Profile: A brief overview of the organization, including its mission, vision, and experience. Plus, a brief introduction to the organization and its relevance to the project to be included in the annex part of the proposal.

Selection Criteria

Proposals will be evaluated based on the following criteria:

  • Alignment with the WPS agenda and its thematic areas related such as climate, peace and security, peacebuilding, conflict prevention, digital security (cybersecurity) – TFGBV etc. and alignment with the project objectives and outcome of the AMPLIFY program
  • Feasibility and sustainability of the proposed activities.
  • Organizational capacity and experience.
  • Clarity and comprehensiveness of the proposal.
  • Budgetary realism and efficiency.
