CARE is an international development organization fighting global poverty with a special focus on working with women and girls to bring sustainable changes to their communities.

CARE aims to tackle the underlying causes of poverty and social injustice and to bring lasting change to the lives of poor and vulnerable people.

Founded in 1945, today CARE works in over 90 countries around the globe. CARE has been working with Cambodians since 1973, with an office in Phnom Penh since 1991.

Today, CARE focuses on empowering particularly marginalized and vulnerable women in Cambodia, including urban women who are marginalized by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities.

Summary

CARE Cambodia would like to invite qualified audit firms operating in Cambodia to submit a technical and financial proposal for the provision of project financial audit services for the period from 10 December 2019 to 31 January 2024, which is covering the whole project implementation phase of 49 months and 22 days. The project to be audited is a consortial project for which CARE Deutschland e.V. received funds from the European Union (EU). Besides CARE in Cambodia, implementing partners also include other local organizations in Cambodia as well as one partner located in California, USA. Estimated spending in Cambodia and USA amounts to around EUR 2.5M.

For the Terms of References (ToR) of this audit, please refer to the attachment which is part of this announcement.

Submission Requirements

Firms that meet the criteria defined above and in the ToR are requested to submit their proposals via email provided in the contact details as follows:

Technical Proposal containing:

  • Confirmation of the Firm’s understanding of the Terms of Reference and its capacity and capability to deliver on the ToR. (half page)
  • The Audit methodology/approach, work plan and timelines for undertaking and completing the assignment, and deliverables. (up to 2 pages)
  • Profile of the audit firm.
  • Evidence of a member of a national accounting or auditing body and member of the International Federation of Accountants (IFAC).
  • Certificate of Registration with Accounting and Auditing Regulator (ACAR) is a plus
  • VAT registration certificate
  • The CVs of the key staff proposed to do the assignment.
  • Appropriate references to demonstrate the experience specified in the ToR.

Financial Proposal indicating the proposed fees and other expenses.

The proposal should be submitted with the subject line clearly written as “REQUEST FOR PROPOSALS: PROVISION OF AUDIT SERVICES” not later than 28/08/2024.

No hard copies will be accepted.

Questions should be addressed to the same email (not by phone) no later than 26/08/2024.

The audit exercise should start in beginning October /mid of September, and the draft of the final audit report should be available beginning/ end of October.
