 The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease. We work in low-and middle-income countries to strengthen the capabilities of governments and globally to create and sustain high-quality health systems that can succeed without our assistance.

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of infectious diseases including TB and drug-resistant TB, and hepatitis; save the lives of women and children through improved access to lifesaving reproductive health care and immunizations; and strengthen health systems, including through increased oxygen availability and laboratory services. CHAI also supports the Cambodia Ministry of Health in achieving its goals for addressing non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).. Call for Proposal - Communication Materials for NCD Prevention Initiatives

PROJECT OVERVIEW

We are seeking a qualified communication agency to develop ready-to-use materials that will sustain NCD prevention and care efforts in Cambodia and build on the success of existing government-led initiatives. This project supports two strategic objectives aimed at different audiences with tailored communication approaches.

Background: NCDs have become the leading cause of mortality in Cambodia, driving 64% of deaths and costing the country $1.5bn annually. The Royal Government has invested significantly in NCD prevention and care since 2023, with early results showing promising increases in screening and care uptake. CHAI has provided technical support to the Ministry of Health to support these efforts, including trialing innovative service delivery models alongside Kampot Provincial Health Department.

SCOPE OF WORK

Objective 1: International Stakeholder Engagement

Target Audience: International partners, donors, peer organizations, and governments

Purpose: Strengthen engagement by providing visibility into successful NCD initiatives

Deliverables:

  • 1 minute video or photograph series showcasing NCD program impact and government commitment to be disseminated using social media platforms including LinkedIn/Twitter
  • High-quality 1-page informational flyer for international distribution

Objective 2: Community Outreach & Awareness

Target Audience: National and subnational government decision makers

Purpose: Strengthen the prevention, screening, and care of noncommunicable diseases (NCDs) through enhanced multisectoral engagement and collaboration

Deliverables:

  • Develop a set of simple, culturally appropriate infographics and/or videos that illustrate impact of increased access to NCD care for community wellbeing, and how multisectoral collaboration in Cambodia is essential to strengthen the country’s NCD prevention, screening, and care services
  • Social media content package (posts, graphics, captions) for multiple platforms (inc. Facebook, Telegram)

Bidder Eligibility

  • Essential Requirements:
  • Proven experience in developing multimedia communication materials for international and Cambodian audiences
  • Strong video and photography production capabilities and portfolio
  • Experience with social media and digital communication strategies
  • Preferred Qualifications:
  • Experience working with NGOs or international development organizations
  • Background in health communication, particularly NCD or public health
