Landesa is an international nonprofit dedicated to ending global poverty by securing land rights for rural people experiencing poverty around the globe. Founded in 1981, Landesa has worked in more than 66 countries throughout the world, with central office staff located in the U.S. (Seattle, Washington State) and regional programming in China, India, Liberia, Tanzania, Rwanda, Kenya, Indonesia, Cambodia, and Thailand. Landesa partners with governments, civil society, and companies to develop pro-poor and gender-sensitive laws, policies, and programs that have helped strengthen land rights for more than 180 million families worldwide.

In recognition of the great deal of land registration support work to be done in a short period of time, the window of opportunity under the Royal Government of Cambodia’s interest, the benefits of having dedicated local team members, three Community Counterparts were selected – two in Siem Reap Province Varin District, and one in Battambang Province for Bavel District and Sangkae District. Under an agreement, the sub-grantee will need to host the secondment of three existing Counterparts for a period of 01 August 2026- 31 July 2027.

As per mentioned above, Landesa Cambodia is looking for a local NGO to host the secondment of three existing Counterparts for a period of 01 August 2026- 31 July 2027.

Summary

Deliverables

The specifics scopes of service are below:

  1. Provide the monthly remuneration by carry over the last year rate of remuneration to the three existing Community Counterparts
  2. Provide the seniority or severance pay to the three existing Community Counterparts in compliance with the labor law.
  3. Provide National Social Security to the three existing Community Counterparts in compliance with the labor law.
  4. Provide monthly travel allowance to the three existing Community Counterparts to perform the tasks as below:
  5. 2 Community Counterparts to travel in Varin District, Siem Reap province; and
  6. 1 Community Counterpart to travel in Sangke and Barvel district, Battambang Province.
  7. Support the engagement of community counterparts to be working on volunteer activation/engaging with the volunteer network.
  8. Provide coordination support with the local authority for the community counterparts to perform the tasks in their target districts as below:
  9. Conduct door-to-door outreach to local people’s households on “how to prepare necessary important documents for individual land registration that they must register through the government program called “Systematic Land Registration””, using templates or videos to show people in the community, and explain according to each type of property that they want to register their land parcels
  10. Meet with village and commune authorities to request or follow up on information related to the land registration process after the commune has completed the land measurement.
  11. Attend meetings with local authorities to raise issues that happened in the community related .to land registration.
  12. Participate in the public display event, document verification, and hard land title distribution in target villages.
  13. Collect information related land registration, demographic information, migrant information, and vulnerable family information

Eligibility

  • Demonstrated experience implementing systematic land titling (SLT) programs, particularly in Siem Reap and Battambang province.
  • Experience working directly with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) at the provincial level on land titling initiatives.
  • Experience collaborating with volunteer networks focused on land tenure to support household-level outreach and facilitate land titling programs.
  • Experience partnering with international NGOs (INGOs) on land titling and land governance initiatives.
  • Experience integrating gender equality and social inclusion (GESI) considerations into land titling programs.
  • Familiarity with Free, Prior, and Informed Consent (FPIC) principles and public consultation processes.

Submission Requirements

Qualified local NGOs may submit proposals by July 27th, 2026 to email provided in the contact details. In case any adjustments to this call deemed necessary then Landesa reserve the right to do so and inform in due course.  Proposals should include the following information:

  • Letter of interest describing relevant experience and expertise
  • Descriptions of past projects relevant to the assignment, including contact information of other donors for at least two projects for referencing.
  • Supporting staffing information, including the roles and responsibilities of each team member
