Announcement Description

Landesa is an international nonprofit dedicated to ending global poverty by securing land rights for rural people experiencing poverty around the globe. Founded in 1981, Landesa has worked in more than 66 countries throughout the world, with central office staff located in the U.S. (Seattle, Washington State) and regional programming in China, India, Liberia, Tanzania, Rwanda, Kenya, Indonesia, Cambodia, and Thailand. Landesa partners with governments, civil society, and companies to develop pro-poor and gender-sensitive laws, policies, and programs that have helped strengthen land rights for more than 180 million families worldwide.

In recognition of the great deal of land registration support work to be done in a short period of time, the window of opportunity under the Royal Government of Cambodia’s interest, Landesa has been working in Varin district, Siem Reap Province to help disseminate information on systematic land registration and required documents to be obtained and submitted to the district cadastral. Landesa has deployed a local team since the start of systematic land registration processes in 2023. Having seen that more than 5,000 land plots have not submitted documents to be registered as hard title land, Landesa is seeking a local NGO partner to provide intervention support to the villagers in Varin district for the period of 6 months to be starting from October 2026:

Summary

Objective and Expected Results

The primary objective of this sub-grant is to support the villagers in Varin District who have NOT submitted documents to register to their land, to prepare and submit the required documents to register their land before the Government’s systematic land titling program closing in Varin District.

The selected NGO will work closely with the local authorities and district cadastral office to ensure that the villagers are meaningfully informed, consulted, and understand the benefits of individual land registration as hard title for their future land tenure security and fully ownership. Pro-poor is more prioritized in this sub-granting.

Deliverables

The specifics scopes of service are below:

  1. Re-activate and coordinate the volunteer land tenure network in Varin District, Siem Reap Province.
  2. Organize five commune dissemination conferences in Varin district on benefits of systematic land registration, and required documents to be obtained and submitted for land registration. The target participants are the villagers who have not submitted documents for their land registration. The district cadastral officers are expected to be resource persons.
  3. Household outreach to the villagers who required support on land registration. Pro-poor is to be prioritized.

Total budget value of a sub- grant and project duration

  • The maximum value of a sub-grant, under this call is up to USD 10,000 (Ten thousand US Dollar); and the budget allocation is to be discussed.
  • Project Duration 6 months to be started from October 2026.

Eligibility

  • Demonstrated experience implementing systematic land titling (SLT) programs, particularly in Siem Reap.
  • Experience working directly with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) at the provincial level on land titling initiatives.
  • Experience collaborating with volunteer networks focused on land tenure to support household-level outreach and facilitate land titling programs.
  • Experience partnering with international NGOs (INGOs) on land titling and land governance initiatives.
  • Experience integrating gender equality and social inclusion (GESI) considerations into land titling programs.
  • Familiarity with Free, Prior, and Informed Consent (FPIC) principles and public consultation processes.

Submission Requirements

Qualified local NGOs may submit proposals by 2 October 2026 to email provided in the contact details. In case any adjustments to this call deemed necessary then Landesa reserve the right to do so and inform in due course.  Proposals should include the following information:

  • Letter of interest describing relevant experience and expertise.
  • Project proposal describing on why each project activity is proposed to be conducted, and methodologies to achieve the expected results. The project proposal most include the budget plan break down and overhead cost.
  • Descriptions of past projects relevant to the assignment, including contact information of other donors for at least two projects for referencing.
  • Supporting staff information, including the roles and responsibilities of each team member
