Announcement Description

Overview

The aim of this app is to enable two-way interaction between Cambodian Living Arts (CLA) and audiences attending performances, workshops and screenings that it presents. 

Out of scope at this stage:

  • Marketing and promotion in advance of events
  • Building new audiences

CLA presents two types of arts events:

  • Physical events, with audience attending in person
  • Virtual events, where screenings are presented online 

The priority for the app at this stage is to interact with audience attending events in person. These audiences are 90% Cambodian, and the majority are university students or young professionals. Further detail can be provided. 

It is desirable but not essential that the app could also be used to engage with audiences of virtual events. These audiences are diverse in nationality, age and profile.

Project brief:

Design and test an app for audience engagement at arts events

Essential functions of the app

We would like the app to provide 3 functions:

  1. Enable CLA to gather data about the audiences attending its arts events. For example, age, occupation, gender, how they heard about the event. We would also like to track repeat audiences.
  2. Enable CLA to create and share content to audiences at its arts events. This is something that audiences have expressed a desire for. For example, information about art forms and instruments, information about the intentions of the artist who created the piece they are watching, a detailed synopsis of the art piece. This content may be written, video or images.
  3. Enable audiences to engage with what they are experiencing, in real time. This may include, providing ratings of their experience, responding to polls related to the content they are seeing, posing questions to the artistic team after the show. 
  4. We also need to assess audience's responses to the app itself, in order that we can consider further development and uses of the app in future.

Other:

  • The app needs to be visually appealing to the target audience, who have expressed in a desire for high production values and contemporary, “high-class” design 
  • The app should be bilingual (Khmer and English)
  • The app needs to be easy for the CLA team to update with new information about shows, events and artists 
  • There needs to be a simple way to export app data for analysis
  • If possible, the app could also provide in-app reporting after events 

Budget:

CLA has a budget of up to $16,000 USD for this project.

This budget is to cover:

  • App development
  • Content creation and copywriting (including translation)
  • Graphic design

We are seeking expressions of interest from companies willing and able to complete the work.

Submission Requirements

Key dates

Please note that during the project period, CLA will be presenting its 2022 cultural season. An example of a previous cultural season can be viewed here.

The 2022 Cultural Season consists of 15 in-person events in Phnom Penh, starting on January 13th and ending on February 27th. This will be followed by 8 in-person events touring to provinces (Siem Reap, Kampong Thom, Battambang and Banteay Meanchey) from 14th March to 4th April. We would like to test the app during this period. 

Deliverables

In addition to the working version of the app, as described above, the final deliverable of the project should be a summary report from the developer which includes:

  • Simple analysis of the effectiveness of the app
  • Lessons learnt 
  • Recommendations for improvements and opportunities for future development

This report must be submitted by March 31st 2022. The report may be in either Khmer or English.

Please note that there is no flexibility on the project end date. And no contract or payment can be initiated prior to the project start date.

Application and selection procedure

To express interest in this project please email provided in the contact details with a cover letter explaining your interest and qualifications for the assignment, and a preliminary quotation for the work. Please detail clearly which aspects of the work (development, content creation, design) you are able to provide.

Expressions of interest should be received by December 2nd 2021. Expressions of interest may be submitted in either Khmer or English.

Based on the expressions of interest received, up to 3 companies will be invited to provide a detailed proposal and quotation.

They will be notified on December 3rd and have the opportunity to meet with the CLA team on December 6th to discuss the project in more detail and ask any questions they have. Final proposals should be submitted by December 15th, and the selected candidate will be notified by December 17th.
