Introduction

Heifer International is a global development organization with a mission to end hunger and poverty. Heifer works with rural communities and partners with government, private sectors and financial institutions to invest in opportunities that enable smallholder farmers to escape from poverty. Since its launch in 1944, Heifer International has assisted more than 36 million families, with millions more now on a pathway to achieving living incomes.

Heifer International Cambodia has been operating in Cambodia since 1999, working nationwide to connect farmers—particularly women and youth—with women-led self-help groups, agricultural cooperatives, and the Social Entrepreneurs Union of Agricultural Cooperatives (SEUAC). These networks empower rural communities by expanding their access to markets, financial services, and collaborative development opportunities. Heifer International Cambodia aims to work with partners, will engage 520,000 smallholder farming households by 2036 to build thriving, resilience lives by advancing regenerative farmer-led food system.

Summary of Project

To contribute to achieving overall objective of the signature program, Heifer International Cambodia proposes to implement a two-year cost extension project Cambodia Vegetable Value Chain Development (CVCD)” for (FY27-FY28) to scale the existing project to strengthens farmer-led institutions, accelerates MSME growth, and improves inclusive livelihoods across Cambodia.

The CVCD project aims to support 15,850 additional smallholder farming households with current active 47,941 households earning sustainable living income by 2028. The CVCD project will focus on 4 result areas:

  • Result 1: Strengthening Farmer-Led Organizations and Locally Led Development Systems
  • Result 2: Scale Climate-Smart, Regenerative, and One Health Production Systems
  • Result 3: Enable Inclusive, Market-Oriented Value Chains and Financial Access
  • Result 4: Strengthening Enabling Systems, Partnerships, and Evidence-Based Policies.

Summary

Heifer International Cambodia is seeking one value aligned NGO to be its project partner to implement the CVCD project in Kampong Speu and Kampong Chhnang province (8 districts) from September 2026 to June 2027. The implementing partner will work closely with 20 Agriculture Cooperatives with existing 18,803 households and expansion to new an additional 2,171 households in the implementation period.

Project Title: Cambodia Vegetable Value Chain Development (CVCD)

Project Budget: maximum USD 90,000

Project Period: 10 months (from September 2026 – June 2027)

Eligibility

  • Specialized local NGO in the priority area related Agricultural Value Chain (in Livestock and/or Horticulture and/or Aquaculture), Enterprise Development or Economic Community Development, Food system strengthening, Institutional capacity strengthening.
  • Experienced in strengthening capacity of the Agricultural Cooperatives.
  • Experienced in working to promote inclusive, youth and women engagement in community development. Experienced working building locally led development and nationally connection/networking.
  • Head Office or Representative Office based in one of the provinces under the project coverage.
  • Performance records or with NGO Governance & Professional Practice (GPP).
  • Financial performance records from internal and/or external audit reports.
  • Demonstrate cost effective and cost-efficient approaches (structure, quality program and coverage).

Submission Requirements

Interested NGOs with mission and vision value align with Heifer International Cambodia are invited to submit an Expression of Interest (EoI) Form as attached below and/or along with necessary supporting documents. We expect the applicants to demonstrate sufficient institutional capacity, qualifications and experience in implementing projects related to cooperative development and/or community development and/or community economic development and/or agricultural value chain and/or enterprises development project, appropriate financial control, and monitoring and reporting mechanisms.

The EoI should also demonstrate past programmatic and financial performance and organizational engagement in related projects.
