‘Realizing Gender Equality, Attitudinal Change & Transformative Systems in Nutrition (REACTS IN)” is a Global Affairs Canada (GAC) funded flagship project of World Vision International Cambodia (WVI-C) aiming to establish improved nutrition, nutrition-related rights, and gender equality for the poorest and most marginalized, especially women, adolescent girls, and children under 5 years of age. The project is granted by GAC from January 2025 and continues until September 2029.

World Vision International Cambodia (WVI-C) is seeking the services of a consultant/consulting firm who will develop training curriculum for Community Health Workers (CHW) considering gender-responsiveness of the existing government CHW curriculum focusing on adolescent friendly SRHR (sexual reproductive health rights), nutrition, SGBV (social gender-based violence), mental health, and respectful maternity care.

Finally, the Consultant/consulting firm will develop training curriculum as well as Job aids toolkit for the project. The Project is being implemented by World Vision International Cambodia (WVI-C) in one district namely, Preaek Prasab District, Kratie Province.

The project Ultimate Outcome is to improve nutrition, nutrition-related rights, and gender equality for the poorest and most marginalized, especially women, adolescent girls, and children under 5 years of age in the targeted area.

Objectives

Part I: Developing CHW/VHSG Training Curriculum focusing on adolescent friendly SRHR, nutrition, SGBV, mental health, and respectful maternity care

Primary Objective:

Develop a complete gender responsive CHW/VHSG training curriculum in collaboration with the MoH an WVI-C

Specific Objectives:

  • To assess the gender-responsiveness of existing government CHW/VHSG training curriculum
  • Identify the improvement areas reviewing the CHW/VHSG functionality assessment findings.
  • To update/develop the existing training curriculum adapting the existing CHW/VHSG curriculum, job aids focusing on adolescent friendly SRHR, nutrition, SGBV, mental health and respectful maternal care.

Part 2. Assess community health systems in the district specifically the functionality of CHW/VHSG

Primary Objective: Assess community health systems as they relate to the CHW/VHSG program for action planning and improvement

Specific Objectives:

  • Guide development of CHW/VHSG program improvement plan (improvement of functionality)
  • Develop guidelines for project staff about elements they need to consider in planning, managing and assessment of a CHW/VHSG program

Bidder Eligibility

  • The Principal Consultant/ Team leader should have:
  • Advanced degree in public health, SRH, social sciences, PhD preferred (Public Health/Nutrition/ Development Studies/Gender).
  • At least 7-10 years of strong professional experience in CHW/VHSG functionality assessment and developing interactive Training Curriculum and Modules for building capacities of Health Worker/Staffs on SRHR, Health, Nutrition, Gender and other development field.
  • Good combination of sectoral experts in Gender equality, SRHR, SGBV, mental health, respectful maternity care, HNW-Health, Nutrition and WASH, Education, Child Well-being etc.
  • Proficiency in analyzing training needs, setting clear learning objectives, and developing training materials.
  • The consultant should have evident experience working with Cambodia’s MoH and be able to get his/her final work approved by the Ministry of Health.
  • Proven experience to work with development organizations of Cambodia in a multidisciplinary team and multicultural environment.
  • Cultural sensitivity and respect for people's opinions
  • Good understanding of WV Cambodia development philosophy in both urban and rural contexts
  • Good understanding on good governance components
  • Excellent writing and communication skills in English and Khmer
  • Understanding national strategy on Nutrition, Adolescent Health, SRHR, Maternal care, Child protection policies and constraints.
  • Must be committed to respecting deadlines of delivering outputs within the agreed timeframe.

Submission Requirements

Payment Schedule Linked to Deliverables

The payment will be as follows: 25% of the payment will be made at the signing of the contract and the rest 75% after all deliverables are received and approved by WVI-Cam.
