Summary Project Title

The evaluation, titled Foundational Literacy and Numeracy Assessment, aims to assess foundational literacy and numeracy skills of students in Grades 2 and 3 in UWS-supported schools in Cambodia. It aligns with national education standards and priorities set by the Cambodian Ministry of Education Youth and Sport (MoEYS). The study will also engage with the Southeast Asia Primary Learning Metrics (SEA-PLM) to benchmark Grade 5 student learning outcomes against national and international standards.

Background Information

This evaluation is part of UWS Cambodia’s contribution to the organization’s 2025–2030 Global Programme Strategy, which focuses on quality education, sustainability, and scale in underserved communities. The assessment will measure the proficiency of students in early grades and the final grades of primary education, providing crucial baseline data to inform future program improvements.

The evaluation supports UWS Cambodia’s commitment to tracking two key indicators:

  1. The percentage of students in Grades 2 and 3 achieving minimum proficiency in reading and mathematics, assessed through EGRA and EGMA.
  2. The percentage of Grade 5 students meeting minimum proficiency levels in reading, writing, and mathematics.

Timeframe: June to August, 2025

Budget Range: USD 25,000 to 35,000

Scope of the Evaluation

The evaluation will assess student learning outcomes in Grades 2, 3, and 5 in 71 UWS-supported schools across 7 provinces in Cambodia. Specifically:

  • Outcomes Evaluated: Foundational literacy and numeracy proficiency using EGRA, EGMA, and Grade 5 assessments similar to those used in SEA-PLM.
  • Time Period Covered: Assessment to be conducted at the end of the academic year in August 2025.
  • Geographical Focus: UWS schools operating in remote and underserved communities in Cambodia.

Bidder Eligibility

  • The consultant/ consulting firm must meet the following criteria:
  • Educational Background
  • PhD or Master’s degree in Education, Social Sciences, Development Studies, or a related field.
  • Relevant Experience:
  • At least 5 years of experience in education evaluations in Cambodia.
  • Demonstrated experience with quantitative and qualitative research methods.
  • Previous work in rural or remote education settings is highly preferred.
  • Technical Expertise:
  • Familiarity with national EGRA, EGMA, and SEA-PLM assessments.
  • Proficiency in Khmer and English for effective communication.
  • Expertise in using SPSS, STATA, R, or other statistical analysis tools.
  • Team Composition:
  • The consultancy must include specialists in evaluation design, data collection, analysis, and reporting.
