UWS Cambodia is guided by its vision of Zero Education Poverty and has recently launched its 2025–2030 Country Strategic Plan, which clearly articulates its Theory of Change. The intended impact of this strategy is that children achieve higher learning outcomes and reach their full potential in safe and inclusive learning environments. To realize this impact, UWS Cambodia has defined a structured results framework comprising outcomes, intermediate outcomes, outputs, and a detailed set of indicators captured in the log frame.

Within this framework, foundational literacy and numeracy (FLN) are identified as core indicators for UWS Cambodia. These indicators are critical for measuring early grade learning outcomes, particularly in reading and mathematics for Grades 2, 3, and 5. In addition to FLN, the log frame includes other key indicators that are essential for tracking program effectiveness and informing evidence-based decision-making.

The availability of credible endline data for both the core FLN indicators and other log frame indicators is fundamental to driving program design, monitoring progress, and measuring impact throughout the 2025–2030 strategy period. To establish this endline, UWS Cambodia seeks for consultancy service to conduct EGRA and EGMA endline assessments, as well as explore the feasibility of collecting additional priority indicators outlined in the log frame, ensuring the use of official and nationally aligned data sources.

Summary

Overall Objectives

This evaluation will measure the proficiency of students in early grades and the final grades of primary education, providing crucial endline data to inform future program improvements.

The evaluation supports UWS Cambodia’s commitment to tracking the objectives:

  • To conduct standardized EGRA and EGMA assessments for Grades 2 and 3, and a learning assessment for Grade 5, in alignment with national assessment standards and methodologies.
  • To generate official endline data on foundational literacy and numeracy that will serve as core indicators within the UWS Cambodia.
  • To support evidence-based decision-making by ensuring assessment findings are available to inform program planning, implementation adjustments, and long-term impact measurement.

Specific Objectives

  • To assess student learning outcomes in literacy and numeracy among primary school students in Grades 2, 3, and 5.
  • Percentage of Grade 2 students achieving the minimum proficiency level in literacy and numeracy.
  • Percentage of Grade 3 students achieving the minimum proficiency level in literacy and numeracy.
  • Percentage of Grade 5 students achieving the minimum proficiency level in literacy and numeracy.
  • To examine the relationship between student learning outcomes and key education quality factors, including teaching quality, school leadership, and community engagement, and determine the extent to which these factors are associated with students achieving the minimum proficiency level in literacy and numeracy.
  • To identify the key education quality factors that significantly influence student learning outcomes in literacy and numeracy using appropriate statistical analyses.
  • To generate evidence-based recommendations to strengthen teaching quality, school leadership, community engagement, and overall education quality, with the aim of improving student learning outcomes in literacy and numeracy.

Eligibility

  • Educational Background
  • PhD or master’s degree in education, Social Sciences, Development Studies, or a related field.
  • Relevant Experience:
  • At least 5 years of experience in education evaluations in Cambodia.
  • Demonstrated experience with quantitative and qualitative research methods. - Previous work in rural or remote education settings is highly preferred.
  • Technical Expertise:
  • Familiarity with national EGRA, EGMA, and Final grade assessments. - Proficiency in Khmer and English for effective communication.
  • Expertise in using SPSS, STATA, R, or other statistical analysis tools.
  • Team Composition:
  • The consultancy must include specialists in evaluation design, data collection, analysis, and reporting.
