PURPOSE
The objective of the end project evaluation and case study are to provide a full assessment of the project inputs, outputs and outcomes, including key evaluation questions related to the relevance, effectiveness, efficiency, impact, gender, people with disability, inclusion and sustainability. The evaluation also aims to capture good practice, challenges and lessons learned gain during the course of the project intervention, with providing recommendations for NECO, the donors and the relevant stakeholders for future intervention. It will measure the impact and the progress against the project’s log-frame/indicators and its outputs, but not limited to:
- Examine the knowledge and skills of youths, elders, women, men, local authorities and stakeholders in projects’ implementation of the ICAB, solar System and purifier drinking water, the impact from the renewable energy.
- Evaluate the stakeholders’ commitment in taking action to increase knowledge of Paor Indigenous People’s customary rule on the saved-use of communal land and natural resources sustainability, impact from the renewable energy.
- The evaluation is planned to take place at the community target area located Phnom Rai, Peam Ta, O’treng, Tuek Sok Secondary school of Ta Taok Commune, Samlout District Battambang province.
SCOPE
The consultant will be responsible for writing the evaluation report and for performing all tasks associated such as making an evaluation plan, collecting data, and writing the report. Additionally, the consultant is responsible for collecting monitoring data using the project’s log-frame. The evaluation report is to be structured based on NECO's (North-Eastern Cottage Organization) evaluation criteria. This will ensure access to empirical evidence with the areas of relevance, coherence, efficiency, effectiveness, and sustainability.

Eligibility
- The consultant is required to meet the following minimum requirements to qualify for the call, including:
- At least hold a master's degree in political science, climate change, environmental management or related fields
- At least 5 years of research or M&E experience
- Significant proven experience in leading program or project evaluations using ToC based approach and mixed methodology
- Technical experience in a development context, working within governance, either in relation to civil society organizations or government
- Research or M&E experience related to environmental issues is considered a strong asset
- Knowledge on IPs, ICLT and Indigenous Knowledge related to the Cambodia’s context
- Knowledge of the using of renewable energy in the climate change context and NDCs.
- Knowledge of Environment and the update RGC’s provisions on IPs and Environment laws/policies.
- Strong command of the English language
