The project is implemented by a Consortium led by AVSF in partnership with the Cambodian Agricultural Cooperative Alliance (CACA), and Rural Economic and Agriculture Development Agency (READA), with financial support from the European Union (EU) under the programme “Support to Civil Society Organizations (CSOs) and Support to CSOs involved in transparency, accountability and oversight”. The Sahakum Chhnaeum project aims to enhance CSOs capacities to engage in policy dialogue, contributing to green, inclusive, and responsible agriculture through technical, economic, and environmental sustainability. Over the period of 3.5 years, the project will strengthen 3 Agricultural Cooperative Unions (ACUs), 273 Agricultural Cooperatives (ACs), 1 National Federation, and 25 Farmers’ Organizations (FOs) across 12 target capital and provinces of Cambodia, including Phnom Penh, Takeo, Prey Veng, Svay Rieng, Mondulkiri, Kampong Thom, Siem Reap, Preah Vihear, Oddar Meanchey, Battambang, Kampong Chhnang, and Kampong Speu. The project will enhance their governance, financial management, commercial negotiation, policy engagement capacities, while enabling their members to adopt more climate-resilient, socially inclusive and environmentally sustainable agriculture practices. The project will also foster the use of digital tools and technologies for effective knowledge management, monitoring, advocacy, and the dissemination of best practices for scaling-up.

Rural Economic & Agriculture Development Agency (READA) is a non-profit NGO working on agriculture, health, nutrition, gender, WASH, livelihood and provides capacity building to ACs, PGs and community. READA works with the poor and poorest community people in remote area since 2005. READA is now urgently seeking qualified Cambodian nationals to fill in the vacant position below:

Business Development Specialist (1 Position)

Position Summary

Period: One year contract with possibility of extension based on well performance

Salary: Plus other benefits.

Function:

Business Development Specialist will play a key role in providing technical support for the marketing and business development activities supported under the project by all 3 key partners (READA itself, AVSF, CACA) and will facilitate trainings on these topics for other partner staff, to enable them to provide eco-trainings to the leaders of 3 Agricultural Cooperative Unions (ACUs) and 273 Agricultural Cooperatives (ACs) in the 12 target provinces. The Business Development Specialist is playing a main role for successful project implementation and impact. She/he must have in-depth knowledge on at least two of specialties of the project agricultural cooperatives, farmers associations, producer group, business development, marketing and gender and advocacy.

Expectations - Duties, Responsibilities
  • Ensure a smooth collaboration between involved counterparts and other involved organizations, hereunder contact with international networks on Business Development, Civil Society Development, and as well as social networks.
  • Create initiative idea and business mind set to AC/ACU.
  • Develop tools and materials for AC/ACU’s business model assessment to identify area for improvement and capacity building.
  • Support the project team in conducting deeply business model assessment of the target ACs/ACUs.
  • Develop curricula and training materials on business model development, management, marketing principles, and negotiation skills.
  • Organize training of trainers to all 3 key partners (READA itself, AVSF, CACA) on business model development, management, marketing principles, and negotiation skills.
  • Organize business matching workshops or B2B workshops to facilitate connections between ACs/ACUs and potential buyers, suppliers, and service providers.
  • Engage in partnerships with services providers and inputs suppliers to negotiate bulk prices and link potential products to buyers.
  • Identify market need and potential products in order to coordinate AC/ACU in developing business.
  • Identify and support business opportunities for ACs/ACUs.
  • Produce business plans for selected enterprises ACs/ACUs.
  • Lead a team using PRA to identify candidate ACs/AUCs
  • Analyze economic feasibility analysis of small businesses.
  • Supervise the implementation and monitoring of the project activities in Siem Reap, Oddar Meanchey Province and other target provinces of the project partners.
  • Develop monitoring and evaluation guideline for ACs/ACUs on business development.
  • Monitoring and evaluation of project activities regarding business developments in the target provinces.
  • Compile monthly and quarterly reports of project activities and report to the Project Cluster Coordinator.
  • Participate in management committee meetings.
  • Provide focus training support for small/medium enterprises
  • Establish linkages between microfinance institutions (MFIs) and the project’s women farmer credit groups.
  • Provide technical training to project officers, AC committee, local authorities as well as SHGs in small business development.
  • Prepare and conduct training and monitoring activities for the project staff.
  • Contribute to development of the technical documents as necessary.
  • Prepare monthly progress, quarterly and annual reports and submit to Project Cluster Coordinator.
  • Networking with other NGOs and resource persons, government institutions working for agriculture projects and related sectors.
Requirements - Skills, Qualifications, Experience
  • University degree in Business Administration, Economic Analysis, Rural Economic Development and Marking, Finance and Banking, Accounting, or related fields.
  • Knowledgeable in trading law, banking laws, investment in and out outside country, how to attract investors, ACs/ACUs and regulation.
  • Working experiences in this field with NGOs, AC/ACU at least 2 years.
  • Have experiences with bank or MFI is an advantage
  • Comprehensive both Khmer and English.
  • Computer literacy in Microsoft Word, Excel, Power-Point, Quick-book, Internet and E-mail.
  • Demonstrate high level of ethical behavior and trust worthiness.
  • Ability to work under pressure and highly self-motivated.
