The position Incumbent will play a pivotal role in advancing this ambition. The role will lead resource mobilisation and partnership development efforts that secure strategic investments, strengthen alignment with government priorities, and support systems change approaches that deliver lasting benefits for girls, young women, and their communities. Working across institutional, corporate, philanthropic and innovative financing streams, the position will cultivate high-value
partnerships, oversee the development of competitive funding proposals, and position Plan International Cambodia as a trusted partner to government, development partners, foundations, private sector actors, and investors committed to advancing gender equality and inclusive development at scale.
- Leading and implementing a diversified resource mobilisation strategy that expands funding from institutional, corporate, philanthropic, climate, and innovative financing sources.
- Identifying, developing, and securing strategic funding opportunities aligned with Plan International Cambodia's priorities and relevant national development agendas.
- Building and strengthening partnerships with government, donors, development partners, foundations, private sector actors, and investors to advance systems-level solutions and sustainable impact.
- Positioning Plan International Cambodia as a partner of choice through proactive engagement, thought leadership, evidence generation, and strategic collaboration.
- Strengthening organisational capabilities for business development, partnership management, and innovative financing to support long-term growth and influence.
- English - Fluent
- Bachelor's Degree in Business Administration, International Development, Economics, Communicationsor a related field. A master's degree is an advantage. as a minimum
- At least 10 years of management experience in resource mobilization, business development, fundraising, partnership development, donor engagement, or related fields.
- Strong understanding of the donor and funding landscape in Cambodia and Southeast Asia, including institutional donors, bilateral and multilateral agencies, UN
- organizations, corporate partners, philanthropic foundations, and emerging
- financing mechanisms.
- Experience of multi country proposal development for institutional, corporate and foundation donors.
- Knowledge of resource mobilization strategies, partnership development, corporate engagement, philanthropy, climate finance, innovative financing, and blended finance approaches.
- Understanding of donor priorities, funding trends, proposal development processes, and partnership requirements.
- Knowledge of Cambodia's development context, private sector landscape, and key stakeholder environment.
- Sound understanding of gender equality, girls' rights, child rights, safeguarding, inclusion, and sustainable development principles.
