Purpose of the Role
The Business Development Manager (BDM) is responsible for creating and growing new revenue streams outside CLA's core school-age programs. The role targets three areas: corporate B2B English and Chinese training contracts, a public workshop programme delivered through freelance trainers, and ongoing market intelligence to guide CLA's growth strategy.
This is a revenue-generation role. Success is measured primarily by signed B2B contracts, workshop programme income, and the quality of market insight delivered to leadership.
Success Measures
- Number and value of B2B contracts signed per quarter.
- Revenue generated from the public workshop programme.
- Size and quality of the active freelance trainer network.
- Delivery of a competitor/market analysis update on an agreed cadence.
Duties & Responsibilities:
- Key Responsibility 1 — B2B Corporate Training (English & Chinese)
- Identify and approach businesses in Phnom Penh with a need for staff language training.
- Sell evening and weekend corporate training programmes to working professionals, covering:
- Professional English, English for Leadership & Management, Business Writing, Problem Solving, Cooperation & Teamwork, Critical Analysis, Self-Discipline, Planning & Goal Setting, and Chinese language courses.
- Own the full B2B sales cycle: prospecting, proposal, pricing, contract close, and account renewal.
- Work with the Academic Manager to scope client training needs into deliverable course content.
- Build and maintain a pipeline of corporate accounts and repeat business.
- Key Responsibility 2 — Freelance Trainer Network & Public Workshops
- Recruit and manage a network of freelance trainers and facilitators across language-related subjects.
- Develop a public workshop programme (open-enrollment, paid) built on this trainer network.
- Negotiate freelancer terms, schedule workshops, and oversee quality of delivery.
- Manage workshop marketing and enrollment in coordination with the Marketing Supervisor.
- Key Responsibility 3 — Market Analysis
- Conduct ongoing competitor analysis (pricing, positioning, offerings) across the Phnom Penh language education market.
- Identify gaps and opportunities CLA can exploit for growth, including in adult/professional and B2B segments.
- Report findings and recommendations to the School Director to inform strategy.
Expected Profile of Candidates
Languages:
- Khmer - Fluent
- English - Fluent
- Chinese - Simplified is preferred
Skills & Knowledge:
General & Technical Skills
- Proven B2B sales or business development experience, ideally in education, training, or a services sector.
- Strong network or demonstrated ability to build one within the Phnom Penh business community.
- Comfortable selling both English and Chinese-language corporate training products.
- Confident managing external freelance/contractor relationships.
- Fluent English; Khmer strongly preferred; Chinese an advantage.
Soft Skills
- Analytical — able to turn market research into a clear recommendation.
- Available to support evening and weekend programme delivery as needed.
