Location: Based in Phnom Penh (with regular field travel to target provinces: Kandal, Kampong Chhnang, Pursat, Battambang, Bantheay Meanchey, Kampong Thom, Kampong Cham, Tbong Khmom)

Job Purpose
The Business Coach & Officer will support the effective implementation of the ROKSI with API project under API. This full-time staff role focuses on coaching informal business owners, conducting outreach, organizing peer learning events, and contributing to awareness-raising on social protection and policy advocacy efforts. The Officer will receive business and coaching training from Mission Alliance and work closely with the Business Coach Consultant and API’s program team.
- Project Management and Coordination
- Support day-to-day project management of the ROKSI with the API project, including activity planning, scheduling, and implementation of project activities.
- Monitor implementation progress against the approved workplan and timeline.
- Produce project reporting, including activity updates, participant tracking, and inputs for donor and internal reports.
- Coordinate logistics for workshops, coaching activities, and field visits, ensuring activities are delivered on time and within budget.
- Maintain organized project documentation and support compliance with API and donor requirements.
- Client outreach and relationship management
- Promote the Roksi platform to informal workers and business owners through community and digital outreach.
- Build trustful relationships with clients and understand their business goals, constraints, and aspirations.
- Conduct simple initial assessments to identify main challenges and opportunities for each client.
- Business and financial coaching
- Develop basic, tailored coaching plans with clients, including clear goals and practical action steps.
- Provide one-on-one coaching on business planning, pricing, customer management, and basic marketing.
- Support clients to improve financial management, including simple budgeting, record keeping, and savings or cost-control strategies.
- Help clients apply digital tools (e.g., Facebook, messaging apps, basic design tools) to support and grow their businesses.
- Peer learning and exposure
- Organize online peer-learning sessions and community sharing spaces for Roksi users.
- Coordinate exposure or field visits to successful businesses or relevant service providers.
- Identify and document simple success stories and lessons learned from clients for internal and external sharing.
- Registration and social protection support
- Help plan and facilitate workshops on CAM-IE, OWSO services, and NSSF.
- Provide individual follow-up support to clients who wish to complete registration or access social protection schemes.
- Coordinate with local authorities to explain key steps, costs, and benefits related to formalization and protection.
- Documentation, learning, and coordination
- Keep concise records of clients, coaching sessions, and key progress or changes.
- Share field insights and feedback with the project team to inform research, learning, and advocacy.
- Coordinate closely with the Business Coach Consultant and API colleagues to ensure activities are well planned, aligned, and reported.
- Evidence-based policy advocacy influences social protection reform for informal businesses
- Support the researcher to conduct research studies on related barriers for informal workers registration, business registration, and access to NSSF.
- Support the development of the policy briefs or advocacy papers and share with government and working group stakeholders.
- Organize provincial dialogues or consultations on informal business and social protection reforms.
- Organize national-level advocacy platforms or consultations on informal economy and social protection reforms.
- Bachelor's Degree in or higher in business, economics, management, development studies, or a related field.
- At least of relevant experience in business development, entrepreneurship support, economic empowerment, or community-based projects. (Candidates with strong motivation and relevant internship or field experience are encouraged to apply for 3 years
- Practical experience running a business or providing business coaching is an advantage, but not required.
- Good understanding of small business models, informal enterprises, and basic market dynamics.
- Ability to assess business needs and provide practical, context-appropriate coaching or advisory support.
- Strong communication and facilitation skills in Khmer; working proficiency in English is an advantage.
- Comfortable using digital tools, online learning platforms, and social media for outreach and learning.
- Willingness to travel and conduct field activities in target provinces as required.
- Strong analytical and problem-solving skills with the ability to translate ideas into actionable guidance.
- High ethical standards, professionalism, and integrity.
- Coaching or facilitation training or certification is an asset.
- Demonstrated interest and commitment to entrepreneurship and economic development, particularly within the informal economy.
- Ability to work independently as well as collaboratively in a diverse team environment.
