Purpose, Objectives and Use
The main purpose of the feasibility study is to provide HAC and HAD with high-quality, evidence-based information to finalize the logframe and comprehensive project proposal before submission to BMZ. The study is designed to measure the project’s attainability and projected success by stress-testing the internal and external environment.
The findings are critical for verifying project assumptions, clarifying necessary prerequisites, quantifying risks, and providing concrete, actionable recommendations to ensure successful implementation and prevent the waste of resources. The study must meet the following three specific objectives:
- To conduct a comprehensive validation of the project's strategic design, focusing on the technical, structural, socio-economic, and market viability of establishing 12 Age-Inclusive Community Enterprises (ACEs) across the four target provinces (Battambang, Banteay Meanchey, Siem Reap, and Kampong Thom).
- To establish robust baseline data and propose finalized, SMART indicators for all levels of the logframe (Impact, Outcome, Outputs) necessary for performance measurement throughout the project duration (2026–2030).
- To perform an exhaustive attainability assessment based on the expanded OECD DAC evaluation criteria (Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability), explicitly incorporating equity, non-discrimination, and innovation lenses.
Eligibility
- The consultant, whether an individual or a firm, must possess the necessary technical expertise and contextual knowledge to ensure the study meets BMZ’s demanding requirements for project planning.
- Education: A bachelor's degree in Business Management, Economic Development, Entrepreneurship, or a related field is required. A master’s level degree is a significant advantage.
- Expertise in Development and Enterprise: Proven expertise and experience in conducting feasibility studies, project evaluations, or relevant research for development projects, specifically those focused on community economic development, livelihood diversification, and social enterprise models.
- Donor Compliance: Knowledge and expertise in applying the expanded OECD DAC evaluation criteria (relevance, coherence, effectiveness, efficiency, impact, and sustainability) is mandatory. Prior experience with the BMZ project cycle and reporting mechanisms is highly preferred.
- Technical Skills: Demonstrated knowledge and skills in designing rigorous quantitative and qualitative research methodologies, strong analytical capabilities, and technical report writing proficiency.
- Contextual Knowledge: Knowledge and experience related to ageing topics, social protection systems, and the socio-economic context of Cambodia or Southeast Asia is an added advantage.
- Language: Excellent written and verbal communication and reporting skills in English are mandatory.
