Biodiversity Finance Expert
Reports to: Project Manager/Project Director

Duration: One year with possibility of renewal
Functions / Key Results Expected
The Biodiversity Expert will be responsible to deliver expected commitments of the NBSAP Update & 7th National Report project at the national level and expected results of the Finance Solutions of the Biodiversity Finance Plan per project work plan. The incumbent will provide substantial technical expertise in assuring quality of technical studies, as well as quality assurance of national products and processes throughout the duration of the project implementation. The Biodiversity Expert will work in close coordination with the Project Coordinator, DBD and UNDP Country Office to ensure effective project activities with national (Government, academia, private sector, etc.) and relevant international stakeholders, and the preparation of press releases and briefing notes for MoE, UNDP etc. Key duties and responsibilities will include:
- Technical Expertise
- Provide technical support to the NBSAP Update & 7th National Report project and national BIOFIN Team;
- Conduct identification on data and information provision, expert review and verification for the delivery of technical studies, reports and products;
- Support the Project Coordinator to elaborate/revise work plan, reporting schedule and budgets;
- Provide substantive support to the deliveries of the national consultants and experts in the rapid review and updating of the NBSAP, alignment of the biodiversity targets and policy and institutional alignment and coherence to the post 2020 GBF, including technical tools, and guidance;
- Oversee the update of the Biodiversity Finance Needs Assessment;
- Oversee the update of the Biodiversity Finance Plan;
- Support technical assistance to the deliveries of the national consultants and experts under BIOFIN project;
- Supervise the work of national experts and institutions to ensure that outputs are delivered on time, on budget, and to high quality standards; and
- Provide technical support to national consultant on implementing finance solutions, including ecotourism, payment for ecosystem services, REDD+, and good agricultural practice.
- Project Outreach and Communication
- Preparation of workshops, meetings, consultations, networking and presentations as required, to complete parts the Policy and Institutional Review and engage stakeholders;
- Provide comments and feedback on the process of the GBF and BIOFIN methodology and project effectiveness;
- Ensure collaboration of relevant stakeholders on data and information provision, expert review and verification; and
- Work with national and international counterparts, NGOs and other groups to ensure effective coordination and communication of NBSAP Update & 7th National Report project and BIOFIN objectives and activities.
- Knowledge Management and Reporting
- Support the preparation and publication of the of the updating NBSAP for submission to MoE and UNCBD;
- Support report writing and document preparation, such as policy and information notes to communicate GBF and BIOFIN objectives and results to key stakeholders;
- Document lessons learned from the implementation of GBF and the BIOFIN ranging from institutional considerations to technical issues;
- Support the preparation of reports and case studies, as required, for submission to global meetings (e.g. UNCBD COP) and donor reports; and
- Support the development reports and knowledge products for the projects.
- Education:
- Degree in environmental economics, financial management, or natural/environmental sciences, social sciences or other related fields.
- Experience:
- At least 5 years of relevant experience in sustainable financing for biodiversity conservation and natural resource management;
- Exposure to environmental issues or biodiversity at policy level;
- Experience in preparing or supporting public budget/finance policies and legal and regulatory frameworks for biodiversity, natural resource management is an asset;
- Experience in preparing and/or formulating financial needs assessment, costing of policies/plans/programmes, and financial sustainability/resource mobilization plan is an asset;
- Prior experience with MoE, and UNDP projects would be an asset;
- Experience in collaborating with international and national experts and institutions;
- Strong analytical, writing and communication skills; and
- Sound understanding of key software packages (MS Office).

- Language Requirements:
- Excellent verbal and writing communication skills in Khmer and good knowledge in English.
