Announcement Description

The Implementation of the Social Accountability Framework (ISAF) in Cambodia aims to improve the quality of the delivery of local services - health centers, primary schools, and commune administrations through the provision of information and empowerment of citizens, encouraging local dialogues between sub-national administrations (SNAs) and citizens, and enhancing the accountability of SNAs. During Phase I (2015-2018), ISAF activities were successfully rolled out to 56% (786 out of 1,409) of the communes across the country. ISAF Phase II (launched in 2019) aims to improve the performance of public service providers through enhanced transparency, strengthened citizen engagement, and responsive action.

To support the implementation of ISAF Phase II, the World Bank established a Social Accountability and Service Delivery Trust Fund with the support of Germany’s KfW Development Bank and the Swiss Agency for Development and Cooperation (SDC).

In July 2019, World Vision International Cambodia (WVI-C) was awarded the role of ISAF Demand Side Coordination Agency (DSIA), and following a period of design, a grant agreement was signed with the World Bank in March 2020 with 4 years of implementation. From 2020 to 2024, the project planned to implement activities in 10 provinces, 56 districts, 470 Communes/Sangkat, 379 Health Centers, and 2,088 Primary Schools.

In 2021, the Australian Department of Foreign Affairs and Trade joined the Development Partners supporting ISAF, providing additional financial support to the project. This additional financing was approved in June 2023, along with a project restructuring that introduced a few revisions to the Results Framework and extended project implementation by 18 months to December 2025. Through this additional financing, the project has expanded the coverage areas to 20 provinces, 123 districts, 1,043 Communes/Sangkat, 839 Health Centers, and 4,664 primary schools.

Evaluation Purpose and Objectives

The consultant is expected to prepare the end evaluation of the ISAF project. The end evaluation should tell the story of the project, focusing on whether the project achieved the Project Development Outcomes (PDO) it set out to achieve (as well as any unintended positive and negative outcomes), the factors that affected the achievement of outcomes (including the factors that may have contributed to or limited achievement of outcomes), and the lessons learned. It covers, among other things, the degree to which the Project’s Development Objectives (PDOs) and results have been achieved and provides lessons learned. The assessment of outcomes should rely heavily on and present the available evidence, both quantitative and qualitative.

The findings of the evaluation should be disseminated through a workshop with key project stakeholders, prior to the finalization of the report.

The audiences for the End Evaluation are the World Vision Team, the NCDDS ISAF project team, the World Bank Task Team, the government, and their agencies (in particular, the line ministries engaged in project implementation: Ministry of Interior, Ministry of Health, and Ministry of Education, Youth and Sports), development partners (e.g. Germany, Switzerland, Australia), civil society stakeholders, project beneficiaries, and the general public that has an interest in social accountability and citizen engagement.

Methodology

For the end project evaluation, quantitative and qualitative data are required to respond to the evaluation objectives and project result framework. For quantitative data, the consultant will have access to MIS data and data from other existing evaluations. Qualitative data will include desk review of various project documents and key informant interviews with project staff from WVI and NCDDS and other government implementers, Community Accountability Facilitators, and beneficiaries (as needed).

Bidder Eligibility

  • Expected Qualifications of Consultant
  • At least 8 years of experience in conducting evaluations of projects funded by major international donors or the World Bank.
  • At least 6 years of experience in conducting project evaluations related to social accountability, governance, delivery of public services, health, education, gender, community or rural development, etc.
  • At least 5 years of experience working on projects in Cambodia or East Asia.
  • Robust expertise in accessing and reviewing data in MIS/Databases, data analysis, developing questionnaires for key informant interviews, conducting qualitative analysis, and drafting high-quality concise reports for evaluations
  • Excellent writing skills in English.
  • Demonstrated experience in delivering Quality Project Evaluation Reports (Evidenced by examples of previous evaluation reports produced by the consultant).
  • Demonstrated analytical capacity
  • Robust knowledge of development issues pertaining to gender/women, the poorest (e.g., ID Poor), minority groups, and persons with disability in development projects.
