Summary

Purpose of the Baseline Study

The baseline study aims to establish a clear understanding of the current conditions of target groups and project areas prior to implementation. By generating reliable quantitative and qualitative data for the IMPACT program’s key performance indicators, it will provide reference points for setting realistic targets, validating assumptions in the Theory of Change, refining program strategies, and informing decision-making. The baseline will also serve as a benchmark for annual internal evaluation and end-line evaluations, enabling meaningful comparison between initial conditions and project results. Overall, the study ensures that interventions are evidence-based, context-appropriate, and aligned with the intended impact.

Scope of work and duration

The baseline study is expected to be started by 02nd January 2025 and completed by 20 March 2025. The consultant/firm will design methodology, collect, and analysis data following the scope of works detail in TOR.

Methodology

The consultant is expected to propose a detailed methodology consisting of both qualitative and quantitative approaches.

Deliverables

The baseline study for the IMPACT Program will produce a series of structured deliverables, following the Terms of Reference (ToR) to the final report and presentation of findings and recommendations to consortium members.

The deliverables for this consultancy work are listed below:

  1. Inception report
  2. Pilot-tested tools (Khmer+English)
  3. Data Collection
  4. Draft Baseline Report
  5. Final Baseline Report
  6. Presentation of Findings to IMPACT consortium members


Eligibility

  • Team of consultant or team that are proposing by the institution should have:
  • Minimum 5 years of hands-on experiences in conducting baseline surveys, evaluations for development project programs in Cambodia context.
  • The team should have strong knowledge and practical experience in the thematic areas of the IMPACT Program, like Economic Inclusion, Child Protection, Gender Based Violence, Youth Empowerment, and Civil Society Strengthening.
  • Experience in using theory of change, outcome mapping, outcome harvesting to the development of projects and programs.
  • Strong interpersonal skills and ability to work with people from different backgrounds to deliver quality products within a short time frame
  • Experiences and/or know-how of project and program implementation at the ground level
  • Knowledge of ethical research standards, especially regarding children and vulnerable populations.
  • Fluency in English is required, and Khmer language skills are preferred.
  • Strong analytical and report writing skills.
  • Be flexible, responsive to changes and demand and open to feedback.
