Announcement Description

GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Multi-Donor project “Cambodia Partnership for Sustainable Agriculture and Food Systems” (CAPSAFE) is jointly co-financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ. The duration is scheduled from 26 May 2024 to 26 March 2029 (58 months) with a total budget of 24.200.000 EUR (EU contribution 16.900.000 EUR and BMZ contribution 7.300.000 EUR). It is a cornerstone of the Team Europe Initiative (TEI) 1 ‘‘Sustainable landscapes, forests and agriculture’’, designed to implement the Joint European Strategy for Development Cooperation with the Kingdom of Cambodia 2021-2027.

The target provinces of the project are Kratie and Kampong Thom for cashew and Kampot and Tboung Khmum for pepper value chains.

The goal of the baseline study is to verify the current indicator values in the log frame of the project (only for the indicators color marked attached) and to define the status quo as the baseline for the midterm and endline evaluations to measure project progress and results. It shall generate a sound foundation of knowledge for planning and implementing CAPSAFE and establish a benchmark to evaluate its achievements at a later stage.

We intend to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83473295 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (please don’t mix up a financial price in a technical proposal)) to the email address, with the subject: Offer No. 83473295- Baseline Study for the project Cambodia Partnership for Sustainable Agriculture and Food Systems until 23:59 on 06.10.2024 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.
