Registered at MoI in September 2005, Live & Learn Cambodia, or Live & Learn Cambodia, is a local NGO and non-profit making organization, which is part of an international network of NGOs, the Live & Learn Network covering nine countries across Asia and the Pacific. Live & Learn Cambodia has been working with various partners throughout the country with a broad range of stakeholders, including Government ministries, local authorities, development partners and local and international NGOs, and communities.

Live & Learn Cambodia’s current vision is for a sustainable and equitable Cambodia free from poverty, while (its mission) empowering Cambodians with innovative solutions to achieve a sustainable livelihood and environment. Live & Learn builds resilience of local communities by developing their human, social, environmental and financial capital through innovative solutions, multi-stakeholder platforms and partnerships, in the areas of livelihood, water sanitation and hygiene, and rural energy access.

Live & Learn Cambodia has obtained grants from Save the Children to finance project. Live & Learn Cambodia wishes to engage the service of an audit firm for the purpose of auditing the project “SIDA CSO Strengthening”.

Live & Learn Cambodia hereafter referred to as the “Cooperation partner” wishes to engage the services of an audit firm for the purpose of auditing the Global Civil Society Strengthening Programme of 2022-26, as stipulated in the agreement between the Cooperation partner and Save the Children International in Cambodia. The audit shall be carried out in accordance with international audit standards issued by IAASB1. In addition, an assignment according to International Standards on Related Services (ISRS) 4400 (Revised) shall be carried out. The audit and the additional assignment shall be carried out by an external, independent and qualified auditor.

Objectives and Scope of the audit

The objective is to audit the financial report for the period 1 January 2025 to 30 September 2025 as submitted to Sida and to express an audit opinion according to ISA, applying ISA 800/ISA 805, on whether the financial report of the Global Civil Society Strengthening Programme of 2022-26 is in accordance with the Cooperation partner´s accounting records and Sida’s requirements for financial reporting as stipulated in the agreement including appendices between Save the Children International in Cambodia and Live & Learn Cambodia.

Submission Requirements

The technical and financial proposal should be submitted with the subject line clearly written as “Request for proposals: Audit Service” not later than 31 July 2025.

The audit exercise is required to start on 7-10 October 2025 for Interim audit field work and 14-16 January 2026 for final audit field work. The schedule of audit field work for the next fiscal year will be discussed later.
