Announcement Description

Child Rights Coalition Cambodia (CRC-Cambodia), formerly known as the NGO Coalition on the Rights of the Child (NGOCRC), is an alliance of 61 national and international non-governmental organizations founded in 1994. We advocate for children's rights in Cambodia and ensure support for the Convention on the Rights of the Child (CRC) by raising awareness, monitoring implementation, collaborating with member organizations, and networking with relevant organizations.

CRC-Cambodia, hereafter referred to as the “Cooperation partner” wishes to engage the services of an audit firm to audit the Global Civil Society Strengthening Programme of 2022-2026, as stipulated in the agreement between CRC-Cambodia and Save the Children in Cambodia under the funded support from SIDA. The audit shall be carried out in accordance with international audit standards (ISA) issued by the International Auditing and Assurance Standards Board (IAASB). In addition, an assignment according to International Standards on Related Services (ISRS) 4400 (Revised) shall be carried out. The audit and the additional assignment shall be carried out by an external, independent and qualified auditor.

Objectives and scope of the audit

CRC-Cambodia is looking for a qualified audit firm that is registered with the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA) to conduct a financial audit of the project implementation fiscal year2025.

The objective is to audit the financial report for the period 1 January 2025 to 30 September 2025 as submitted to Sida and to express an audit opinion according to ISA, applying ISA 800/805, on whether the financial report of the Global Civil Society Strengthening Programme of 2022-2026 is in accordance with the Cooperation partner´s accounting records and Sida’s requirements for financial reporting as stipulated in the agreement including appendices between Save the Children in Cambodia and Cooperation partner (Agreement).

The audit firm must ensure their quality, professionalism, and transparency in order to express an audit opinion on whether it is in accordance with the organization's accounting records and donor audit instructions for projects within the CRC-Cambodia [Annex E Sida’s Standard Terms of Reference for Annual Audit of Project/Programme Support including ISRS 4400 (Revised)].

Timetable

The audit firm's tasks shall be completed according to the timeline below:

  • Description: Fiscal year 2025
  • Audit fieldwork: 20-24 Oct 2025
  • Delivery of draft report: 10 Nov 2025
  • Delivery of final report: 24 Nov 2025

Please see “Annex E Sida’s Standard Terms of Reference for Annual Audit of Project/Programme Support including ISRS 4400 (Revised), session III the reporting”. Number of report copies required: Three sets of each report are required, with the audit report available in both printed and PDF formats.

Submission Requirements

Audit Team

The audit firm may assign a number of audit groups or teams to conduct the audit for the project implementation at the offices of CRC-Cambodia. Those teams or groups will be briefed on the following topics during a meeting at the CRC-Cambodia office:

  1. What is CRC-Cambodia;
  2. CRC-Cambodia Child Protection and Young Safeguarding policy;
  3. Project management structure and background;
  4. CRC-Cambodia fund flow management;
  5. Financial system and bookkeeping within CRC-Cambodia.

Fees

The audit professional service fee will be charged to the project.

Note: Included in the fee are "outlays" or miscellaneous expenses such as report binding of each financial report and management letter (or internal control report), photocopy, stationery, phone, fax charges, courier, traveling, project charges, and other incidental expenses.
