CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Position Overview:

As Cambodia progresses towards malaria elimination, it's crucial to facilitate a seamless transition as external funding donors phase out their support. Sustainability of malaria elimination will depend on government ownership, financial sustainability and institutional capacity at all levels.

CHAI is seeking a highly motivated and flexible individual to serve as an Associate on the malaria team to support malaria elimination in Cambodia and prevent its resurgence through excellent sustainability planning. The Associate will support the Ministry of Health to build and implement a malaria sustainable transition roadmap. The Associate will play a pivotal role in bridging connections between CNM, MOH, Ministry of Economy and Finance (MEF), Provincial Health Departments (PHD), other implementing partners, and funding agencies like PMI/USAID, WHO, and UNOPS towards the development of a malaria sustainability/transition roadmap for Cambodia.

This role will require the Associate to develop an excellent understanding of the financial processes and challenges across all levels of the Cambodian health system.

Responsibilities:

Competitive candidates will have outstanding problem-solving skills, analytical ability, and communication skills. The candidate must be self-driven, entrepreneurial, and adaptable, and be able to function independently and flexibly with a strong commitment to excellence. The position reports to the Senior Program Manager, with a dotted line to other teams working on health financing. The Associate will work out of CHAI Cambodia’s office and CNM’s central office, both based in Phnom Penh. The position requires in-country travel to subnational geographies approximately 20% of the time.

Duties
  • Sustainability Transition:
  • Lead the development of a sustainability transition roadmap in collaboration with the government and partners
  • Conduct research (desk reviews and interviews), develop the dissemination reports/ assessment reports, coordinate with CNM for conducting the field assessment for sustainability including questionnaires developing, organizing and synthesizing interviews within central and sub-national levels
  • Map the programmatic, political and financial aspects of sustainability and detail options for CNM and MOH towards malaria elimination and prevention of resurgence
  • Support MoH towards incorporating the sustainability roadmap into other documents (e.g. Malaria strategic plan, financing plans), and socializing with relevant parties (e.g. MEF, partners, etc.)
  • Health Financing:
  • Understand and document budgeting and financing flows at national and subnational level in Cambodia (from MEF down to commune and health centre level), including current bottlenecks
  • Provide support to relevant government partners at MEF, MOH, and Country Coordinating Mechanism, as they advance towards Cambodia’s goals on achieving Universal Health Care
  • Act as a supporting expert for other CHAI programs who wish to better understand health financing processes
  • Contribute to the development of funding proposals or though pieces related to health financing for CHAI Cambodia
Requirements
  • Qualifications
  • Bachelor’s degree in business, policy and planning, economics or a related field with strong performance; Master’s degree is an added advantage.
  • 3 years of professional experience in the private or public sector with increasing levels of responsibility and leadership in management consulting, financial services, or other relevant fields.
  • Knowledge and experience in health systems and health financing and/or public sector financing, particularly in low- and middle-income countries
  • Exceptional problem-solving skills and quantitative and qualitative analytical capabilities.
  • Excellent written (proficiency in formal document writing) and oral skills in English and ability to build and nurture relationships in challenging and multicultural environments.
  • Ability to work closely within a team and contribute proactively to the team's goals.
  • Ability to work effectively in a high-pressure, unstructured environment and handle multiple tasks simultaneously.
  • Excellent attitude to work, organization skills, attention to detail and self-motivation
  • Excellent knowledge of MS Office with proficiency in Excel, PowerPoint, and Word

  • Experience conducting large-scale research and data collection, cleaning, analysis, and reporting, strategic/business process consulting, health system, project management, or operations planning.
  • Proven experience in strengthening coordination among diverse stakeholders.
  • Knowledge of malaria and/or other major global health domains.
  • Experience living or working in resource-limited countries and/or Southeast Asia.
