Position Summary
CHAI is seeking a highly motivated individual with outstanding analytical, communication and teamwork skills to serve as “Primary Healthcare Integration Associate”. This role will provide technical assistance to government partners at national and subnational level to support the scale up of integrated Primary Health Care with a focus on NCD and eye service delivery, including distribution of reading glasses. Key government partners at the national level include the Preventive Medicine Department (PMD) and the National Program for Eye Health (NPEH), which are based within Cambodia’s Ministry of Health. The individual under the guidance and direction of the Senior Program Manager, NCDs and Integration and CHAI Cambodia leadership. The successful candidate will drive landscaping activities and development of program strategy and implementation and will adhere to the core CHAI values of resourcefulness, entrepreneurialism, flexibility, independence, humility and work ethic.
- Support for development and implementation of integrated NCD and Eye Health scale-up plan
- Collaborate with the PMD and NPEH to develop and implement a national plan for scaling up integrated NCD and eye health screening and reading glass distribution at the PHC level, building on existing CHAI support in Kampot province, with the goal of nationwide rollout by the end of 2026.
- Contribute to the development of detailed work plans, budgets, and implementation materials to enable effective execution at national and subnational levels.
- Support NPEH with the development and review of education and training materials, job aids, and supervision tools related to integrated NCD and eye health care at PHC level.
- Provide operational support to NPEH and PMD for the quantification, procurement, reception, storage, and nationwide distribution of donated reading glasses, in addition to quantification of NCD commodities.
- Lead the design, implementation, and analysis of surveys assessing reading glass and NCD commodity availability and pricing in the private sector.
- Coordinate with national and subnational partners and other relevant development partners ensure effective implementation and monitoring of integrated PHC activities, including supporting joint supervision visits to public health facilities with relevant MoH departments and supporting ongoing use of Cambodia's new Electronic Medical Records for NCDs. Ensure adequate analysis of PHC service reach by sex, age, disability, use of health insurance and ethnicity.
- Grant management and knowledge sharing
- Support the development of country specific grant monitoring and evaluation (M&E) plan(s) to track program performance, resource utilization, and impact, in addition to identification of implementation risks, mitigation strategies, emerging opportunities.
- Prepare high-quality reports, presentations, and analyses to inform policy, strengthen evidence for high-impact interventions, and support the development of national SOPs, guidelines, and policy recommendations in collaboration with MoH.
- Develop program reports, donor deliverables, presentations, and publications to document progress for donors as well as to share lessons learned, and disseminate program impact to other interested stakeholders.
- Other Responsibilities
- Actively engage with regional and global CHAI teams to stay abreast of international best practices, share lessons learned, and contribute to CHAI’s strategic planning and fundraising activities.
- Perform additional tasks as assigned by the Program Manager and Country Director.
- Up to 30% domestic travel required, some international travel to share impact.
- English - Fluent
- Bachelor's Degree in public health, health management or a related field with strong academic performance.
- Master's Degree in or equivalent in a relevant field.
- 4–5 years of professional experience in the public or private health sector, with increasing levels of responsibility and leadership.
- Excellent proficiency at Microsoft Word, PowerPoint, Excel and/or other data-analysis tools.
- Strong interpersonal and communication skills, ability to build strong and effective working relationships with government and other stakeholders, including in cross-cultural settings.
- Ability to manage multiple tasks simultaneously, set priorities and work independently with minimal instruction.
- Past work experience in PHC, NCDs and/or Assistive Technologies.
- Technical knowledge and experience in medicines and commodities for NCDs.
- Knowledge of the Cambodia MoH and provincial health departments is an advantage.
- Experience living and working in Southeast Asia is an advantage.
- Goal-oriented with high attention to detail and openness to feedback alongside strong commitment to teamwork.
- Excellent command of written and spoken English for business purposes, including the ability to prepare and present compelling presentations and represent CHAI externally.
