Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Associate, Eye Health Program (1 Position)

Position Summary

Based Location: Phnom Penh with domestic travel expected.

Contract Type: Unfixed Duration Contract

Contract Period: 1-year possible extension based on funds available

Expect Start Date: May 01, 2023

Position Overview:

CHAI is seeking an Associate to support and work with NPEH, under the guidance and direction of the Program Manager. The Associate will manage different components of the program and engage with national and sub-national stakeholders from NEHP, the Prevention Medicine Department (PMD), and any other relevant cross-cutting MOH departments. The Associate will be embedded at the NEHP and provide both strategic and technical support to meet project-specific objectives and milestones within stipulated timeframes.

Expectations - Duties, Responsibilities
  • Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations.
  • Collaborate with the government to ensure skills transfer and government ownership at the MEPH
  • Support the development of work plans, budgets, and other materials for key activities.
  • Support the NEPH to implement the key activities, such as but not limited to:
  • Upgrade and new implementation of the eye health centers
  • School-based eye health screening
  • Mapping of the eye health private sector
  • Carry quantification and procurement exercises
  • Support the implementation of monitoring and evaluation (M&E) systems to measure the impact of eye health programs and assess progress against project goals on a regular basis in coordination with the Program Manager
  • Support the program manager to analyze problems and develop a plan/recommendation to seek solutions through discussion with NPEH and Technical Management Group/TWG
  • Perform other duties that may be assigned by the Program Manager
Requirements - Skills, Qualifications, Experience
  • Qualifications
  • Bachelor's degree in a related field with a minimum of 3-4 years of work experience in a fast-paced environment
  • Knowledge in public health, health systems strengthening, and/or experience working with Government departments, especially MoH
  • Exceptional problem-solving and analytical skills, entrepreneurial spirit, and ability to operate without extensive structural or operational support
  • Strong interpersonal and communication skills, ability to build strong and effective working relationships with government and NGO representatives
  • Excellent command of written and spoken English for business purposes, including the ability to prepare and present compelling presentations
  • Proficiency at Microsoft Word, PowerPoint, Excel, and/or other data-analysis tools
  • Ability to work effectively in a multicultural and high-pressure environment
  • Ability to manage multiple tasks simultaneously, set priorities and work independently with minimal instruction
  • Strong openness to feedback and willingness to improve
  • Fluency in Khmer language and English
  • Advantages
  • Master’s degree or equivalent in a relevant field like public health, development, policy, or science
  • Experience in healthcare and knowledge of the Cambodia MOH and provincial and district health offices is an advantage
  • Technical knowledge and experience in the area eye health
  • Management consulting or private sector experience with a focus on excel modeling, report/grant writing, and project management
  • Previous work experience in Southeast Asia
