Position Summary

Duty Station: Ministry of Rural Development (MRD), Project Management Unit (PMU)

Duration: Rolling 12-month contract extendable up to the project period

Starting date: as soon as possible

Report to: Project Manager, Cambodia Southeast Asia Disaster Risk Management Project 2

Job Purpose:

The Assistant to Project Manager will provide hand-on assistance to the Project Manager and work closely in coordination with the members of Project Management Unit (PMU) of Cambodia Southeast Asia Disaster Risk Management Project 2, based at the Ministry of Rural Development (MRD). This role will assist and support on the day-to-day administrative, operational, and implementation to ensure the effective and efficient implementation of the project activities. Under the guidance of the Project Manager, he/she will play a key role in coordinating and work in close collaboration with the project team, relevant Government officials, the World Bank team, and the consultancy firms and/or other service providers.

REPORTING: The Assistant to Project Manager is required to prepare and submit the timesheet and monthly reports on the tasks performed to the project manager/director.

Duties & Responsibilities:
  • Provide day-to-day support to the Project Manager and PMU to ensure smooth and efficient project management, coordination, and implementation of the project activities;
  • Prepare and update the project coordination plan and implementation monitoring sheet to track the project progress and action points, regularly follow up to ensure timely completion of the planned activities;
  • Arrange schedule of the meetings, prepare the agenda, updates, notes, aide-memoires, slide presentations, meeting minutes, and other materials for meetings as required;
  • Support the project team and lead in the consolidation of the project's monthly, quarterly, semi-annual, and annual progress reports and other required reports for submission to the management and the World Bank;
  • Draft correspondence and prepare communications, such as memos, emails, reports and other correspondence relating to administrative/operational matters and follow up on the sent-out correspondence;
  • Support to proofread, review, and finalizing the project documents and reports;
  • Assist in organizing meetings, workshops, missions, field visits and other capacity building trainings, including logistical arrangements and coordination with relevant PMU team members;
  • Maintain and organize filings and documentation (both hard copy and electronic);
  • Provide other support as assigned by the Project Manager or required by project team.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in International Relations, Law, Business Administration, or a related field with proficiency in English.
Work History:
  • At least of work experience in project implementation support in the government sector or at NGOs for 3 years
Skills & Knowledge:
General & Technical Skills
  • Experience in supporting the PMU on the implementation of development projects is an asset.
  • Knowledge or relevant training on project cycle, M&E, and/or contract management is an asset;
  • Having strong commitment for growth within the ministry;
  • Well written and verbal communication skills in Khmer and English;
  • Proficiency in Windows and Microsoft (Word, Excel, PowerPoint, Ms. Project);
  • Familiar with Google applications (Gmail, Drive, Calendar, Google Docs, Sheets) and able to manage meetings via Zoom or Microsoft Teams.
Soft Skills
  • Self-motivated, highly organized, and able to work independently with minimum guidance;
  • A team player, proactive, good time management, and attention to details;
  • Strong interpersonal skills and ability to work collaboratively within team;
