Agronomy and Agriculture Specialist
Position Circumstances

Location, Timing and Duration : The duration of the assignment is 3 years, and performance will be annually assessed.
Duties & Responsibilities:
- Support the design and development of strategies to promote agriculture of MACs;
- Provide technical inputs to DACP and MAFF on gaps in seed policy, fertilizer regulation, agricultural techniques and farmer extension systems;
- Develop technical guiding books for MAC to apply;
- Support DACP to produce agriculture production maps of MACs;
- Coordinate with PDAFF, GDA, and partners to harmonize technical support;
- Coordinate with agricultural experts based at regional level to provide technical support to MACs;
- Build linkages with research institutions and private seed companies;
- Develop and deliver training, coaching, mentoring, and facilitation sessions for MACs;
- Provide guidance on value chain strengthening, market linkages, and product quality improvement;
- Promote and support the adoption of climate-smart agricultural practices, including climate-smart soil fertility management with organic inputs where feasible;
- Promote adoption of agricultural production standards such as GAP, organic, GI or SRP;
- Provide guidance on pesticide use and residue management to meet export standards, and support organic pest management where possible;
- Support the proper use of technologies such as drip irrigation, solar pumping, transplanting machines, and net-house systems;
- Provide guidance and interventions to MACs in the event of insect or disease outbreaks;
- Develop and maintain a system to ensure effective implementation, tracking, monitoring, evaluation, and reporting of cooperative management mechanisms;
- Produce progress reports, lessons learned, and communication materials;
- Perform other duties as assigned by the supervisor.

Qualifications:
- Bachelor's Degree in agronomy, crop science, agricultural engineering, or other equivalent degrees as a minimum
Work History:
- Aagriculture, including crop production, seed systems, fertilizer use, and farmer training for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
- Proven experience working with cooperatives, agro-enterprises, producer organizations, or agribusinesses firms;
- Strong knowledge of the Cambodian agricultural sector, including structure, key challenges and opportunities to improve competitiveness;
- Familiarity with agricultural standards such organic certification, GI, GAP and SRP;
- Demonstrated experience in contract farming, business agreements and business operations;
- Good knowledge and practical experience in climate-smart agriculture practices;
- Strong facilitation and training skills with ability to engage diverse farmer groups;
Soft Skills

Financial Management Specialist
Position Circumstances

Duration and Level of Effort: The duration of the assignment is 3 years, and performance will be annually assessed by DACP and ASPIRE-AT Secretariat.
Duties & Responsibilities:
- Assess how current loans from ARDB and other participating financial institutions (PFIs) are being utilized (input supply, member lending, and post-harvest);
- Conduct financial risk assessments (production, market, and climate) and advise on mitigation measures;
- Provide guidance for MACs’ bookkeeping, accounting systems, and cash-flow management;
- Lead the development of simple financial reporting tools tailored for cooperative structures;
- Support transition from Excel-based systems to digital/online accounting platforms/software where feasible;
- Provide guidance on efficient use of working capital, cost control, and ensuring liquidity to meet repayment obligations;
- Provide guidance for MACs to design repayment schedules aligned to crop cycles and seasonal revenues;
- Prepare MACs for larger loan applications under the ARDB credit line and CGCC guarantee;
- Train MACs’ Board of Directors and staff on interpreting financial statements and understanding lender requirements;
- Deliver hands-on training sessions for key staff and MAC committees on cooperative financial management;
- Provide coaching and mentoring for MAC leaders in preparing budgets, annual financial plans, and loan applications;
- Establish a system to ensure smooth implementation, tracking, monitoring, evaluation, and reporting of financial management activities;
- Provide recommendations to ASPIRE-AT and MAFF on systemic financial constraints faced by MACs, including tenor mismatch, collateral requirements, and governance of member lending;
- Suggest adjustments in guarantee design, SLA implementation, or cooperative regulations to strengthen financial sustainability;
- Produce progress reports, lessons learned, and communication materials;
- Perform other duties as assigned by the supervisor.

Cooperative Promotion Specialist

Duties & Responsibilities:
- Provide support to design and develop a sound and operationalized MAC’s governance structure and framework with professional management know how;
- Provide guidance and technical support DACP team and MACs to design resource mobilization strategy which include working capital, equity from members (debt and share), land, labour, and equipment to enhance production efficiency;
- Support DACP to deliver support to MACs on improvement of market access and sale negotiation better prices and access wider markets for agricultural products.
- Provide support to DACP to deliver management system support to MACs to design risk strategy through collective decision-making to mitigate market uncertainties and capitalize market opportunities;
- Work to support DACP to design and deliver training to build professional MAC management team to handle day-to-day operations and strategic planning and implementation;
- Support MAC to implement sustainable agricultural practices to enhance productivity and sustainability for scale;
- Support DACP to foster MAC members’ involvement and communication to ensure cooperative members are actively engaged;
- Support the secretariat of technical working group of three ministries, including MAFF, MoRAM and MRD on supporting MACs;
- Support the secretariat of TWG to make AWBP and strategic plan;
- Support the secretariat of TWG to facilitate and prepare technical meetings, ministerial meetings and reports;
- Support the Department of Agricultural Cooperative Promotion to make AWBP on promoting MACs;
- Support DACP on forming MACs and promoting MACs;
- Coordinate support with PDAFF, MAFF, and development partners to ensure alignment with national strategies;
- Provide technical support on designing website, Facebook, materials, tools, and video on MAC concepts;
- Coordinate with technical service provider (SP1-1, SP1-2 and SP1-3) on capacity building, business operation and loan access and utilization of MACs;
- Disseminate MAC concepts to farmers and stakeholders;
- Provide feedback on policy bottlenecks affecting MAC growths;
- Support DACP to full fill other relevant businesses needed to promote MACs.

Qualifications:
- Postgraduate Degree in Agricultural Economics, Economics, Agribusiness
- Master's Degree in agricultural economics, economics, agribusiness, or other equivalent degrees
Work History:
- Cooperative promotion, agribusiness/SME related trade in Cambodia or the region for 5 years as a minimum
Skills & Knowledge:

- Experience in cooperative promotion is an advantage;
- Demonstrated understanding of agricultural value chains, market systems, and farmer organization development;
- Strong knowledge of Cambodia’s agricultural cooperative policy framework;
