Project or Division: CAMBODIA – GROWING TRANSFORMATIVE HORTICULTURE PROJECT (GROWTH)
Report to: CSA/4S Intervention Lead
Duration: 2 Years (Mar 2026- Dec 2027)
- Field Demonstration and Technology Adoption
- Design, establish, and manage field demonstration plots with selected lead farmers to showcase improved horticulture practices and climate-smart technologies.
- Promote adoption of Climate Smart Agriculture (CSA) and 4S (Safe for Farmer, Safe for Consumer, Safe for Environment and Safe for Children) practices, including improved varieties, water-efficient irrigation, soil fertility management, integrated pest management (IPM), and post-harvest handling.
- Monitor demonstration results, document lessons learned, and support scaling-up of successful technologies.
- Capacity Building and Technical Training
- Provide support to the Intervention Lead to deliver Training of Trainers (ToT) for Commune Agriculture Officers (CAOs) on CSA/4S practices, and market-oriented farming.
- Provide on-the-job training and coaching to CAOs to strengthen their extension and farmer advisory skills.
- Support CAOs and lead farmers in organizing and delivering training, field day events, exposure visits and practical learning sessions.
- Collaboration with Private Sector and Market Actors
- Establish and maintain close collaboration and coordination with private sector actors, including:
- Input and technology suppliers (seeds, fertilizers, irrigation, mechanization, digital tools)
- Aggregators, traders, processors, and buyers
- Work closely with Market Linkage Facilitator to establish business relationships among value chain actors particularly between farmers and buyers to improve market access, quality compliance, and production planning aligned with market demand.
- Support piloting of embedded services models, contract farming arrangements, and bundled input-market solutions.
- Farmer Support and Market Access
- Support farmers and producer groups in improving production planning, quality standards, grading, and post-harvest handling for targeted horticulture value chains.
- Assist farmers in meeting buyer requirements, including food safety, quality, and traceability where applicable.
- Promote collective marketing approaches and coordination among farmer groups to strengthen bargaining power.
- Climate Smart Agriculture and Sustainability
- Integrate climate risk assessment into horticulture production planning.
- Promote CSA/4S practices that enhance resilience, productivity, and environmental sustainability, including water management and soil health.
- Support data collection on climate-smart practices adoption and productivity outcomes.
- Monitoring, Documentation, and Reporting
- Collect and analyze field-level data on demonstration performance, training outcomes, and adoption rates.
- Contribute to technical reports, success stories, and case studies for project learning and donor reporting.
- Provide regular technical updates and recommendations to the Intervention Lead and relevant stakeholders.
- Coordination and Stakeholder Engagement
- Coordinate closely with project staff, local authorities, PDAFF, CAOs, NGOs, and private sector partners to ensure integrated implementation.
- Participate in stakeholder meetings and learning events related to horticulture and market systems development.
- OTHER
- Develop a good understanding of iDE-Cambodia’s and iDE-International’s development approach.
- Represent iDE in communications with clients, partners, donors, the public and others as required.
- Bachelor's Degree in agronomy, horticulture, agriculture science, climate smart agriculture or related fields.
- At least of experience in CSA, horticulture production, and extension services for 5 years
- Strong technical knowledge particularly in vegetable production and CSA.
- Proven experience in establishing and managing field demonstration plots with farmers, work with lead farmers and farmer groups, delivering training for trainers and farmer training.
- Practical experience in working closely with the private sector, CAOs or PDAFF in Banteay Meanchey is highly desirable.
- Good communication and facilitation skills in English and Khmer

Report to Market System Development Lead

The Market Facilitator will be responsible for enhancing market access and linkages for smallholder farmers engaged in horticulture. This role involves building relationships with various stakeholders in the horticulture value chain, including farmers, buyers, and agribusinesses, to create sustainable market opportunities.
- Market Analysis and Assessment
- Conduct market research and assessments to identify trends, demand, constraints, and opportunities in horticulture value chains.
- Assess markets for goods and services relevant to micro small and medium enterprises (MSMEs), including input, output, and financial markets, to inform effective market linkage strategies.
- Market Linkage Implementation
- Implement and manage the market linkages portfolio, including linkages among producers, off-takers, distributors, suppliers, service providers, and consumers.
- Facilitate effective and functional market systems that accelerate market access and strengthen targeted horticulture value chains.
- Stakeholder Engagement and Partnership Development
- Build and maintain strong relationships with farmers, producer groups, Agricultural Cooperatives (ACs), agribusinesses, buyers, distributors, and other market actors.
- Strengthen coordination and collaboration among value chain actors to improve trust, information flow, and commercial relationships.
- Capacity Building and Mentorship
- Empower, support, and mentor producers, ACs, and market players on market requirements, quality standards, business management, and negotiation skills.
- Provide technical and practical training to improve competitiveness, compliance with market standards, and expansion of market share.
- Facilitating Commercial Agreements
- Assist farmers and producer groups in establishing fair and transparent contractual arrangements with buyers, including pricing, volumes, quality specifications, and delivery terms.
- Support troubleshooting and resolution of issues arising from contract implementation, such as quality disputes, delivery delays, price disagreements, payment issues, and non-compliance with agreed terms, through facilitation and dialogue between parties.
- Support the development of sustainable and mutually beneficial business relationships.
- Facilitation of B2B Events
- Organize and facilitate business-to-business (B2B) events, trade meetings, and networking platforms to connect producers with buyers, service providers, and industry stakeholders.
- Promote collaboration, deal-making, and long-term commercial partnerships.
- Promoting Quality Standards and Competitiveness
- Encourage and support the adoption of quality standards, grading, post-harvest handling, and food safety requirements demanded by target markets.
- Strengthen product differentiation and competitiveness of horticultural products.
- Monitoring, Reporting and Learning
- Monitor progress of market linkage activities, track performance indicators, and collect qualitative and quantitative data on outcomes and impacts.
- Prepare regular reports and updates for the Market System Development Lead.
- Develop and document success stories, case studies, and lessons learned to promote best practices and inform adaptive programming.
- Collaboration and Coordination
- Work closely with project teams, local government authorities, NGOs, private sector partners, and development actors to promote integrated and sustainable approaches in the horticulture sector.

- Previous experience in market facilitation, agricultural development, or a related area, preferably in horticulture.
- Strong understanding of the horticulture market systems in Cambodia
- Experience working with smallholder farmers and rural communities in Siem Reap and Banteay Meanchey provinces.
- Knowledge of value chain analysis and market development strategies.
