Position Summary

Location:      

  • One (1) based in Krong Pailin, Pailin Province
  • One (1) based in Sala Krau District, Pailin Province
  • One (1) based in Svay Chek District, Banteay Meanchey Province
Duties & Responsibilities:
  • The recruitment of three (3) Agriculture Coordination Consultants (ACCs) is intended to achieve the following objectives:
  • Strengthen the institutional and technical capacity of Agricultural Cooperatives (ACs) to implement and manage the Integrated Net House Cluster model in line with the project’s strategic framework.
  • Enhance market-oriented production coordination by integrating net house and open-field production systems to optimize productivity, quality, and year-round vegetable supply.
  • Provide continuous technical coaching, mentoring, and field supervision to participating farmers to improve production efficiency, ensure compliance with GAP and CSA, and promote the adoption of improved production technologies.
  • Strengthen quality assurance and post-harvest management systems so that vegetables consistently meet buyer requirements, food safety standards, and market specifications.
  • Improve production forecasting, harvesting coordination, and supply planning to ensure a reliable, consistent, and market-responsive vegetable supply for Agricultural Cooperative Unions (ACUs) and qualified buyers.
  • Strengthening the business and operational capacity of Agricultural Cooperatives in production coordination, aggregation, traceability, and sustainable vegetable value chain management.
  • Contribute to the project’s approved performance targets by improving crop productivity, product quality, buyer satisfaction, supply consistency, and the long-term sustainability of the AC-led commercial vegetable value chain.
  • MAJOR RESPONSIBILITIES:
  • Production Coordination:
  • Coordinate market-oriented net house and open-field production planning, crop rotation, planting and harvesting schedules, and production forecasting to ensure year-round vegetable supply.
  • Technical Extension Services:
  • Provide technical coaching and field supervision on Climate-Smart Agriculture (CSA), Good Agricultural Practices (GAP), nursery management, irrigation, soil fertility, crop nutrition, and integrated pest and disease management.
  • Quality Assurance & Food Safety:
  • Ensure compliance with quality standards, grading, traceability, CamGAP, food safety requirements, and buyer specifications to improve product quality and market acceptance.
  • Vegetable Collection Center (VCC) Operations:
  • Support Agricultural Cooperatives in managing VCC operations — aggregation, grading, sorting, packing, quality control, traceability, inventory management, post-harvest handling, delivery coordination, and operational reporting — to ensure efficient and reliable market supply.
  • Market Linkage & Supply Coordination:
  • Coordinate production and supply with Agricultural Cooperatives (ACs), ACUs, and qualified buyers to ensure timely delivery, supply consistency, and compliance with contractual requirements
  • Production Monitoring & Data Management:
  • Monitor crop performance, yield, production costs, sales, and farmer performance; maintain accurate production records and MIS reporting.
  • Capacity Building & Coaching:
  • Strengthening the technical and operational capacity of ACs and participating farmers through coaching, demonstrations, on-the-job training, and continuous technical mentoring.
  • Business Development Support:
  • Support ACs in production coordination, business planning, recordkeeping, aggregation management, operational efficiency, and sustainable vegetable value chain development.
  • Stakeholder Coordination:
  • Coordinate with project teams, government partners, service providers, input suppliers, and other stakeholders to ensure effective implementation of project activities.
  • Reporting & Documentation:
  • Prepare and submit weekly, monthly, and quarterly technical reports, production forecasts, progress updates, success stories, and other required project documentation in a timely manner.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent is required
  • English - Good is preferred
Qualifications:
  • Bachelor's Degree in Agronomy, Horticulture, Agriculture, Crop Science, Agricultural Extension, Agricultural Engineering, or a related discipline.
Work History:
  • Commercial vegetable production, protected cultivation (net house/greenhouse), Climate-Smart Agriculture (CSA), Good Agricultural Practices (GAP), and agricultural extension services for 3 to 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrated expertise in vegetable production, nursery management, irrigation systems, soil fertility management, crop nutrition, integrated pest and disease management (IPM), post-harvest handling, quality assurance, traceability, and sustainable vegetable value chain development.
  • Experience with Agricultural Cooperatives and donor-funded projects is highly desirable.
  • Proven experience coordinating market-oriented production systems, including production planning, crop rotation, planting and harvesting schedules, production forecasting, and supply coordination to ensure consistent yield, product quality, and year-round vegetable supply.
  • Proven experience coordinating Agricultural Cooperative (AC) members and producer groups through farmer mobilization, technical coaching, field supervision, and performance monitoring. Demonstrated ability to synchronize production activities, strengthen farmer participation and compliance, and ensure consistent production, quality, and supply in line with buyer requirements.
  • Experience in aggregation, grading, sorting, packing, quality control, traceability, inventory management, post-harvest handling, and delivery coordination.
  • Experience working with Agricultural Cooperatives, producer groups, or farmer organizations in institutional strengthening, governance, business operations, production coordination, and sustainable value chain development.
  • Demonstrated experience facilitating market linkage, buyer engagement, contract farming, supply chain coordination, and commercial vegetable marketing.
  • Experience in production monitoring, data management, report writing, performance analysis, and maintaining accurate technical and operational records.
  • Excellent communication, facilitation, coaching, presentation, and interpersonal skills, with the ability to train and mentor farmers and AC staff effectively. Includes proficiency in Microsoft Office and digital data management/reporting systems, and demonstrated integrity, accountability, and problem-solving skills, verified through references and the competency-based interview.
  • Excellent written and spoken Khmer is required. Working proficiency in English is preferred, given the position’s donor-facing reporting duties (Section 6); where a selected candidate’s English is limited, the AMS will arrange translation/reporting support to ensure reporting deadlines are met.
