About Marie Stopes International Cambodia

Since 1998, Marie Stopes International Cambodia (MSIC) has become a trusted leader in providing comprehensive sexual and reproductive health (SRH) services, specializing in Safe Abortion (SA) and Family Planning (FP) services.

MSIC operates a network of eight clinics across Cambodia, located in Chbar Ampov, Sen Sok, Takhmao, Battambang, Siem Reap, Svay Rieng, Kampong Thom, and Poipet, as well as collaborating with 30 community-based midwives, known as Marie Stopes Ladies, who deliver SA and FP services to women and girls directly in their communities.

Additionally, MSIC works to ensure that women have the information they need to make informed choices through its Contact Centre, which offers Sexual Reproductive Health (SRH) information, counseling, and referrals by phone, email, and social media. MSIC’s communication initiatives address harmful norms and challenges taboos that restrict access to these essential services.

MSIC is a long-standing partner of the Royal Government of Cambodia.

MSI 2030 Strategy

MSIC’s vision is that women in Cambodia have reliable access to contraception and safe abortion services through a financially sustainable network of centers, generating sufficient income to subsidize services for women with limited financial means.

MSIC’s Priorities for the Next 5 Years:

  1. Continue delivering core services (contraception and safe abortion) to reach women in need.
  2. Achieve financial self-sufficiency by generating enough income to cover operational costs, reducing reliance on donor funding. MSIC aims to reach a point where it can independently fund initiatives to serve underprivileged clients.

Objectives

Under the MSI 2030 strategy, MSIC will shift towards diversified funding sources. This transition will prioritize achieving financial sustainability over expanding the scale of MSIC’s operations during the initial five years of MSI 2030. Once MSIC becomes financially sustainable, it will expand access by establishing new commercial centers and investing surplus funds in initiatives that serve clients with limited access to MSI’s core services.

In line with this goal, MSIC is seeking an agency or individual consultant to provide an assessment of the business-enabling environment in the context of Cambodia, to identify the rules and norms that govern the social businesses and evaluate the viability of our social-business model within this context, including drafting a sustainability strategy and roadmap.

Scope of Work

The selected agency or consultant will be responsible for:

  1. General business enabling environment research, including a review of country policy and regulatory documents, a high-level mapping of regulatory actors, and formal practices which either support or constrain private sector activity and could impact sustainability.
  2. Informal rules collection, seeking to create a picture of the factors which support or constrain the private sector outside of formal regulatory frameworks, by conducting observational research or interviews with relevant stakeholders within the commercial and health sectors.
  3. Analysis of findings in the form of a Business Enabling Environment Assessment Report, with opportunities and challenges identified and recommended course of action for organizational sustainability of MSIC.

Key Deliverables

  • Inception report
  • Business Enabling Environment Assessment Report
  • Comprehensive Final Report
