The Cambodia Center for Independent Media (CCIM) is established in 2007 with the goal to promote independent media, freedom of expression, access to information (A2I) and internet freedom in Cambodia. Through its capacity building program, CCIM trains citizen journalists, aspiring journalists, and youth in journalism and media literacy skills.

The Citizen Journalists Network (CJN) program is one of the capacity building programs under CCIM that aims to empower citizen journalists to safely produce information and bolster local information-sharing networks. As of 2024, CCIM has trained over 400 individuals to become citizen journalists including basic journalism, advanced news writing and reporting, paralegal training, and digital security training, among others.

To empower citizen journalists to sustain community reporting safely, CCIM is seeking a trainer on Advanced Digital Security for citizen journalists.

Advanced Digital Security Trainer

Position Summary

Objective:

The primary objective of this assignment is to design and deliver three separate 2-day training sessions on Advanced Digital Security for target citizen journalists. The training aims to enhance participants’ capacity to recognize, mitigate, and respond to digital threats by equipping them with practical skills and up-to-date knowledge on secure communication, data protection, privacy tools, risks analysis and best practices in digital safety within high-risk environments.

Duration of Assignment

The consultancy is expected to be completed between August 2025 – January 2026. The consultant will deliver the training sessions within this time frame (a total of three training courses delivered on a quarterly basis or subject to adjustment based on the trainer’s availability).

Expectations - Duties, Responsibilities
  • Scope of Work
  • The trainer will undertake the following tasks:
  • Conduct needs assessment with target citizen journalists to develop a tailored training plan based on the results of the needs assessment.
  • The training should cover but not limited to secured communication tools and practices such as setting strong password, VPN, 2FA and account recovery, introduction on legal instruments and frameworks that restrict online communication ad expressions (i.e draft laws on cybercrime, draft law on cybersecurity, National Internet Gateway- NIG), risk assessment and mitigation plan;
  • The training should be of high quality and include ready-to-use tips, hands-on exercises, and technical mentoring sessions to ensure their adaptation among the participants;
  • Provide assessment for pre and post training to measure participation’ learning outcomes.
  • Produce training reports after the training detailing the training activities and results
  • Deliverables
  • The consultant is expected to deliver the following deliverables:
  • One Training Plan and Training Curriculum: A detailed agenda and training modules before the start of the training.
  • Training Materials: PowerPoint presentations, handouts, group work exercises, and other relevant materials for training.
  • Training Report: A brief report summarizing the training sessions, including an analysis of the strengths and areas of improvement in the continued application of skills for citizen journalists.
Requirements - Skills, Qualifications, Experience
  • The qualified trainer should possess the following qualifications and experience:
  • Degree in Computer Science, Information Security, or related field.
  • Having at least three to five years of experience working as a digital security trainer;
  • Experience in developing training curriculum and modules and deliver engaging training sessions for local communities or diverse groups;
  • Good understanding of secure communication tools and security tips;
  • Experience with threat modeling, and installing digital security-related applications usable or suitable for communities/citizen journalists;
  • Excellent communication, facilitation, presentation skills
  • Profound understanding of the Cambodian context, especially media freedom, digital rights and human rights issues
