The organisation’s business area - GIZ International Services - is the vehicle for offering GIZ’s services to international clients.

GIZ CRAS focuses on „Strengthening the resilience of poor population groups to climate change in selected ASEAN states, taking special account of the impact of COVID-19 in Cambodia and Viet Nam. In Cambodia, the project is cooperating with the Ministry of Agriculture, Forestry and Fisheries (MAFF) and supports value chain actors in particular smallholder farmers of cassava and cashew. The project is composed of 4 outputs: 1) Capacity Development for climate-resilient production methods, 2) Improving the cooperation along the value chain, 3) Strengthening the technical capacities of public and private stakeholders and 4) Regional level: Public and private stakeholders are informed about experiences in climate resilience. The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) from March 2021 to February 2024 with a contribution of up to six Million Euro.

Duties
  • PROCUREMENT / FINANCING
  • Guides and supports technical staff in the procurement processes for consumables, goods, services, utilities, venue arrangements, etc.
  • Guides and supports the technical staff in the processes regarding local subsidy and financing agreements
  • Guides and supports technical staff in preparing necessary contract forms and supporting documents for goods and services to be sent to CO/HQ
  • Issues and manages all procurements of goods and services under the project’s threshold as per GIZ regulations
  • issues and manages all local subsidy agreements under the project’s threshold as per GIZ regulations
  • Conducts commercial suitability reviews (KEP) of potential recipients of local subsidy or financing agreements
  • Follows up outstanding invoices, settlements and calls for disbursements from the suppliers / service providers / recipients
  • Verifies vouchers received from the supplier/service providers and makes sure supporting documents are correct and complete before submission for payment processing
  • OFFICE ADMINISTRATION
  • Maintains the project’s inventory records in OnSite Asset software as well as in Excel and maintains the project’s digital equipment and materials file (DMS)
  • Conducts annual physical inventory checks as per GIZ regulations
  • Assists the technical staff to estimate budget plans for contracts, workshops, trainings and events
  • Participates in responding to monthly accounting error sheets regarding procurement / financing and corrects any errors/mistakes in due time

  • Deputizes for the project’s Finance Officer when absent/on leave
  • SUPPORT AND COLLABORATION
  • Provides support and advice to the project’s team on administrative, procurement and financing-related processes and rules
  • Coordinates with relevant CO staff regarding all procurement and contractual matters to ensure timely processing of requests
  • Maintains a good flow of communication within the project’s team and CO
  • Orients new staff members on GIZ processes and rules
Requirements
  • University degree in relevant specialisation and qualification in business administration desirable (equivalent of BA or MBA)
  • Minimum of 4 - 5 years of experience in a comparable position
  • Strong record of professional expertise and integrity in his/her field
  • Demonstrated ability to work with flexibility, efficiency and results orientation.
  • Excellent management skills
  • Willing to take initiative and capable of working independently for various subjects related to administration and procurement contracts
  • Good organizational skills with ability to work efficiently under pressure and to handle multiple tasks
  • Eagerness to upgrade and develop new skills concerning the tasks to be performed (corresponding measures are agreed with management)
  • Good working knowledge of IT and communication technologies and related applications (MS Office, Excel, Outlook)
  • Effective communication and fluency in written and spoken English and Khmer
