PURPOSE OF THE POSITION
Reporting to the Country Program Manager, the GE/WEE Specialist will lead the project’s strategy and linked activities to advance WEE outcomes across the project cycle. The Specialist will be focused on field support: building GE/WEE capacity of team members in the context of value chain development (VCD)/ market systems development (MSD) programming and gender transformative programs; supporting gender mainstreaming in project activities; leading targeted approaches and strategies to promote WEE outcomes. The role would also provide technical backstopping as issues arise; promoting adoption of WEE/GE in quality assurance and M&E activities; and other tasks as needed for greater GE/WEE responsiveness in VCD/MSD programming. Liaison with other technical, field staff, and OPD within the project targets – as well as alignment of methodologies – will be critical. A competitive candidate for this position will have significant background and expertise in GE/WEE and VCD, MSD, financial inclusion, and gender-transformative approaches, particularly in World Vision International in Cambodia.
- Project design:
- Be familiar with World Vision’s WEE and Livelihoods Sector Frameworks, GE/WEE indicators and M&E approach and PQAS for GE/WEE. Also understand how these are applied to projects throughout the design, implementation and monitoring and evaluation phases of the project life cycle.
- Provide technical support throughout the design process, including the design of assessment methodologies, adaptation of existing or development of new tools, oversight of data collection, analysis, and preparation of a report on findings. This will apply to gender-responsive market assessments and any additional gender and social inclusion (GESI) assessments.
- Based on the assessment phase, develop the GE/ WEE strategy and associated work plan, including mainstreamed/targeted activities and approach to ‘do no harm’. Contribute to refining the Theory of Change, reviewing M&E plans and the selection of implementation approaches.
- Staff capability:
- Provide training for the project team on GE/WEE to promote skills development (assessment, approaches, private sector engagement and more) and the successful implementation of key strategies and activities in this area.
- Be aware of staff capacity and training needs; and
- Where necessary, recommend external learning opportunities.
- Project implementation:
- Serve as a focal point for WEE strategy implementation in targeted projects.
- Be aware of all aspects of WEE implementation, including approaches, challenges, risks and opportunities.
- Engage with project partners as appropriate to promote inclusion of GE/WEE.
- Provide recommendations to project management about necessary changes.
- Project M&E:
- Work with the M&E managers to ensure the appropriate monitoring of activities, identifying ideas of concern based on gender-disaggregated data and ensuring appropriate programming responses; and
- Support field M&E teams in the collection of data, analysis and reporting of GE/WEE outcomes within the project to the donor and World Vision Field Office.
- Stakeholder management:
- Manage and/or support key partnerships linked to WEE strategy and implementation activities the gender equality/ WEE strategy and activities, including private sector, government, women-led organisations etc.
- Develop a communication strategy and key messaging relevant to the different partnership stakeholder groups; and
- Engage with colleagues across the wider World Vision Field Office, national stakeholders, and World Vision International to share learnings and experiences in achieving WEE outcomes in the project.
- A bachelor’s or master’s degree in a relevant discipline (international development, business administration, social sciences, women studies or another similar discipline)
- 5 years of relevant experience in implementing or advising on GE/WEE initiatives in VCD/ MSD and gender-transformative programming and
- Experience working on grant projects funded by institutional or donors
- Knowledge of working in Non-government Organisations (NGOs) like World Vision
- Demonstrate strong technical skills in achieving WEE or GESI outcomes in VCD/MSD/financial inclusion and gender-transformative programming.
- Exhibit strong skills in stakeholder engagement, including with the private sector.
- Exhibit good skills in gender-transformative/social behaviour change (SBC) programs that seek to transform gender relations and social norms; and
- Travel to target area as required
- Proficient English and Khmer communication in both speaking and writing
Administration Assistant
Location: National Office, Phnom Penh
PURPOSE OF THE POSITION
Position will be expected high quality of services delivered to staff on admin needs in the NO office including day-today managing office facilities, office kitchen supplies (tea, coffee, sugar etc.) and toiletries, courier service and delivery arrangement, front desk service (operator), arrange local travel for staff at National office and handling specific payment to suppliers.
To provide assistance and reception to the Administration Unit and Administration office for efficient and smooth day-to-day administration services such as courier service, asset management, kitchen and restroom supply, office cleanliness and hygiene, monitoring office equipment and furniture at the National Office. Represent WVIC and be the first point of contact to visitors & guests, and staff coming into the office, responsibly handle their queries, requests, and connect them with relevant staff. Handle the other front desk activities, attend and guide incoming WVIC calls to staff. As part of the admin team work together to improve the overall front desk experience.
- Receptionist Tasks:
- Greet clients and visitors
- Deal with customer inquiries
- Facilitate all entrances/entries for visitors through protocols
- Handles guests’ registration process and checkout procedure when needed
- Responds to guest requests in an accurate and timely manner
- Direct visitors to the appropriate person and office
- Maintain workplace security by checking badges as necessary and maintaining the visitor log
- Answer phone in a professional manner, and route calls as necessary
- Communicate with internal and external members for guest facilitations
- Keep track of incoming and outgoing documents
- Keep a safe and clean reception area
- Complying with procedures, rules, and regulations as required for the office
- Provide technical support when needed on the GRAB Taxi system
- Support the admin on hospitality needs, e.g., coffee and water setup on office floors.
- Manage assets, stock, and storage under the administration unit.
- Physical check and update the asset and inventory as per the policy
- Put asset label and process write-off
- Office supplies are timely available for staff and teams request.
- Document to store at the Admin store has a sticky note by project or department, or order.
- Store monitor and upkeep required Admin documents
- Dispose of documents that are over 10 years
- Administrative services:
- Coordinate calls with the receptionist and allocate calls to the relevant persons in the office.
- Handle the photocopy machine, ensure timely repair and maintenance is done for the machine.
- Regularly check and refill papers in the Photocopy machine
- Coordinate the timely replacement of toner/ink
- Kitchen and Rest Room supply management:
- Work closely with Procurement for the supply on time.
- Work with the cleaning team to make sure the Restroom supply has plenty of using day to day.
- Arrange office kitchen supplies (tea, sugar, coffee, toiletries, etc ) on time
- Handling the office Hygiene & Monitoring office equipment and furniture:
- Monitor the preferred provider's performance (cleaning and catering service). By working closely with the cleaning service provider to ensure the office working space, restrooms, meeting room, curtain, garden, and premises are kept clean and hygienic.
- Daily checking of office premises, including restrooms, office working space, meeting room, and parking spaces are clean and hygienic.
- Work closely with the staff and, cleaner to make sure equipment and furniture are used properly and not damaged.
- Request and schedule for the equipment and furniture maintenance, and those that were broken (chair, desk, key, door, lamp, water pump white whiteboard)
- VI. Central Receiver:
- Physically receive the items that are purchased and nationally received, and then hand over or make arrangements for dispatch to the relevant requestor
- Collect items from the post office and arrange distribution accordingly
- Record items properly onto the Item Delivery Database
- Handling Meeting Room (National Office)
- Responsible for handling the meeting room booking system (monitor, oversee, generate reports and charge to units)
- Check meeting rooms are well maintained; cleaned and required electronic and stationary needs are provided.
- Check and refill materials and facilities in the meeting.
- Work with the maintenance team to set up meeting arrangement style for every meeting requested and to ensure it is done before the meeting starts.
- Regularly spot check, meet with Team leaders, and provide constructive and regular feedback to service providers for improvement
- Handle payments (National level):
- Handle all the payments above timely and effective manner (prepare, review, and submit to Admin Manager)
- Ensure timely and accurate review and payment to suppliers.
- Managing occupancy charging to partners, NGOs, and visitors, based on agreement and notes to income for WVI.
- Coordinate with finance for the correct account code charge to the project/department in NO
- Ensure payment complies with the terms stated in the contract
- Bachelor’s degree in business administration
- Minimum 2 years’ experience in handling administration.
- Knowledge of Microsoft Office (MS-Excel, MS-Word and MS-Power Point).
- Knowledge of regular office administration.
- Proactive, reliable and attentive to details and ability to work independently on task and assignments.
- Experience in handling administrative issues and concerns arsing in the offices and having problem solving skills
- Interpersonal skill, planning, organizing, analytical, team player, multitasking skills, communication and customer service skill.
