To lead and manage all HR and administrative functions across AMS and AMG, ensuring operational excellence, compliance, and a professional work environment. This role also oversees training coordination, including AMS Academy, to foster continuous learning and development across departments.
- Training & Development Coordination
- Plan and coordinate internal and external training programs.
- Manage AMS Academy operations, including scheduling, logistics, and committee support.
- Maintain training calendars, attendance records, and evaluation reports.
- Develop bilingual (English/Khmer) training materials and manuals.
- Facilitate orientation sessions and refresher workshops for staff.
- Human Resources Management
- Develop and implement HR policies, procedures, and codes of conduct.
- Oversee recruitment, onboarding, performance management, and staff retention.
- Manage disciplinary actions, grievance handling, and conflict resolution.
- Ensure compliance with labor laws and internal governance standards.
- Draft and translate HR documentation (contracts, warnings, and termination letters) in English and Khmer.
- Administrative Oversight
- Lead office administration across AMS and AMG, including asset and logistics management.
- Standardize administrative processes and ensure cross-departmental coordination.
- Oversee procurement, inventory, and vendor relations.
- Ensure smooth operation of facilities, supplies, and support services.
- Provide logistical support for meetings, trainings, and events
- Prepare reports, meeting minutes, and documentation as required.
- Organizational Culture & Communication
- Promote professionalism, inclusivity, and continuous improvement.
- Lead initiatives to strengthen organizational culture and staff engagement.
- Refine internal communications for clarity, consistency, and professionalism.
- Support cross-departmental integration and capacity building.
- Team Leadership & Reporting
- Supervise HR, Admin, and training support staff.
- Provide mentorship, performance feedback, and professional development guidance.
- Prepare reports and updates for senior management and relevant committees.

- Bachelor's Degree in HR, Business Administration, Education, or related field.
- Experience in HR and administration, with training coordination responsibilities for 5 years as a minimum
- Proficiency in HR systems, Microsoft Office, and bilingual documentation (English/Khmer).
- Experience in adult learning principles and training facilitation preferred.
- Strategic thinking and process orientation.
- Strong knowledge of Cambodian labor law and HR best practices.

The HR & Training Officer plays a key role in onboarding, performance management, and capacity building across departments, ensuring alignment with the organization’s values and strategic goals.
