Admin & Finance Officer for Good Link

- Admin:
- Ensure that appropriate administrative procedures are in place, maintained and carried out effectively and efficiently in compliance with Good Link’s regulations.
- Responsible for the filing system, incoming and outgoing correspondence.
- Liaison with NGOs, government agencies, & other public sector agencies as appropriate.
- Prepare routine communication for projects, line managers & other government offices.
- Develop and maintain an appropriate filing system to include all essential relevant documentation to ensure accurate tracking and documentation for audit purposes.
- Ensure that all audit trails are on file & make sure that auditor’s queries are taken action on time
- Asset and equipment management – ensure that new purchases and equipment are recorded onto the assets and equipment lists in a timely manner.
- Ensure that all vehicles are properly maintained, which includes using logbooks by drivers and producing monthly fuel consumption for all cars, motorbikes
- Manage outgoing and incoming mail and circulation of important messages that need to be shared among the staff.
- Ensure that the office building is safely locked outside office hours and that all vehicles are secured in the compound.
- Finance:
- Develop tools, guidelines, procedures, business plan, reviewing and improving financial, controlling and risk management tools, and reporting procedures.
- Provide clear direction, guidance, management and support on repayment management to relevant staff, and create proper tools for better communication.
- Manage finance tasks, maintain the QuickBooks software and produce financial and related reports timely and accurately as per requirement.
- Check and consolidate finance reports from all projects and submit them to the line management and relevant stakeholders as schedule.
- Develop and manage the annual budget including the operating and various contracts such as Plan of Action or other Grant funds.
- Make sure that all financial transactions are carried out and recorded in accordance with standard financial procedures.
- Overview of projects and head office income and monitor actual expenditure versus budgets periodically.
- Develop appropriate financial systems and provide orientation to all staff for understanding and working with them such as taxation compliance, financial risk management.
- Review financial manuals regularly to ensure that the manual is updated and in compliance with Good Link and all applicable laws.
- To perform other duties as assigned by Line Managers

- Bachelor's Degree in business administration, Accounting and Finance or related degree
- Experience in NGOs or relevant fields for 3 years
- Knowledge of admin, finance, human resource and logistics.
- Good at English / Khmer language
- Good operating Computer skill (MS word, Excel, PPT and QuickBooks) is required.
- Aptitude and interest in financial management and accounting;
- Other duties as assigned by line managers.
- Highly organized and able to multitask and understand priorities.
- Flexible and able to adapt to changing work assignments on a routine basis;
