Duration of Work
The Admin & Finance Assistant will work closely with the Admin & Finance Specialist, and National Project Manager, the project team, and the FAO team. The position includes a three-month probationary period, followed by a one-year contract, with the possibility of extension subject to budget availability.
Duty Station
The Admin & Finance Assistant will be based at the MAFF-PMU, with travel to the provinces as required. Transportation costs and Daily Subsistence Allowance (DSA) for official field assignments will be covered by the project in accordance with project regulations
Responsibilities:
Under the supervision of the Admin & Finance Specialist, the Admin & Finance Assistant is primarily responsible for project administration and logistics, procurements, office management, managing finance vouchers, petty cash accounts, reimbursements, invoice payment, advance disbursements and tracking, monitoring expenditures, bank reconciliations, fixed assets, and other financial reporting. He/she shall receive, review, and maintain all finance-related documentation and ensure files are complete.
- Accounting:
- Review day-to-day expenditures; for payment requests or advance clearance transactions, accounting records, and ensure all supporting documents are filed and complete;
- Prepare monthly payroll report, timesheet, leave balance, and leave application;
- Prepare monthly sub-ledgers and ensure that they are reconciled with the general ledger; review any unusual and / or long overdue balances in the subledger and identify corrective actions;
- Prepare monthly tax filling and declare to GDT;
- Responsible for office petty cash, following established procedures; and
- Draft monthly budget requests for supervisor including monitoring expenditures against approved budget, preparing budget for training/workshop/meeting and communicating with participants to confirm their participation and pay per diem or travel allowances.
- Prepare yearly, quarterly and monthly financial report in line with FAO templates and GEF reporting requirements.
- Administration and Procurement:
- Responsible for recurring office materials/equipment such as stationery and office supplies;
- Prepare and distribute requests for quotations, draft source selection memos and prepare other supporting documentation for procurement process, in line with FAO procurement rules and procedures;
- Responsible for logistical arrangements for staff, including travel plans and ensure staff keep proper documentation associated with travel, as well as supporting logistical arrangements for project events, including coordinating with suppliers/vendors;
- Responsible for tracking office invoices and follow up on the payment schedule of all office vendors (office lease, office utilities, phone and internet, IT service, car rentals, taxis, etc.);
- Support Admin & Finance Specialist to track office inventory and fixed assets, register the fixed assets in the tracking system, and coordinate with the Admin & Finance Specialist to conduct annual physical inventory checks;
- Update supplier list to GDT for tax exemption and some administrative work with GDT; and
- Assist with other duties in project finance, administration, and procurement as assigned by supervisor.

- Bachelor's Degree in accounting and finance, Business, Public Administration or other areas related to the ToR.
- At least of relevant experience in administration, accounting, and financial management with projects, international organizations, NGOs, or project for 2 years
- Demonstrated knowledge of financial and administrative best practices in Cambodia.
- Strong English communication skills, both written and verbal.
- Previous experience with a grant making organization is an asset.

National Climate Resilience Livestock Production Specialist

The National Climate Resilience Livestock Production Specialist will work closely with the Livestock Project Manager/GDAHP, the project team, and the FAO team. The National Climate Resilience Livestock Production Specialist will be based at the General Directorate of Animal Health and Production (GDAHP), with travel to the provinces as required. Transportation costs and Daily Subsistence Allowance (DSA) for official field assignments will be covered by the project in accordance with project regulations.
Responsibilities
The National Climate Resilience Livestock Production Specialist will be responsible for the day-to-day management and coordination of project activities and delivery of outputs, under the direct supervision of the Livestock Project Manager/GDAHP, and in close collaboration with the Technical Adviser and FAO team. The primary responsibility of s/he is to ensure that the project achieves the results specified in the project document, maintaining high standards of quality, and adhering to approved timelines and budgets.
- Technical Focus
- Design interventions to improve locally adapted cattle breeds and breeding management systems to enhance productivity, climate resilience, and environmental sustainability.
- Promote identification, conservation, and genetic improvement of indigenous and locally adapted cattle breeds with tolerance to heat stress, drought, seasonal feed scarcity, and endemic diseases.
- Develop and implement improved breeding management systems, including controlled mating, selective breeding, and appropriate use of artificial insemination while maintaining genetic diversity.
- Promote community-based breeding systems aligned with ecological carrying capacity to minimize overgrazing and pressure on forested areas.
- Design and implement climate-smart breeding programs, including selection of locally adapted breeds, Genetic improvement strategies, Community-based breeding schemes, Climate-resilient herd management models.
- Conduct workshop on climate-resilient breeding genetic and breeding technologies at provincial level.
- Raise awareness among CPAs of the benefits of climate-resilient breeding techniques.
- Upgrade sustainable, low-carbon small-scale slaughter and meat processing facility.
- Upgrade one-to-two existing slaughterhouses and processing facility for safe and wildlife-friendly livestock products, while reducing the related CO2 emission (e.g. using solar power as possible, implementing sustainable waste management).
- Outreach vaccination program and raise awareness on the benefits of (animal/ vaccination to reduce disease spread under climate change).
- Develop technical specifications for veterinary equipment and materials for VAHWs, Vaccines, Liquid nitrogen generator and setup, AI equipment and materials as well as day to day monitoring of technical activities.
- Design and deliver training modules on:
- Climate-resilient livestock production
- Sustainable feeding and fodder systems
- Improved breeding management and AI where appropriate
- Animal health management and disease prevention, following a One Health approach
- Biodiversity-friendly livestock practices
- Organize provincial-level workshops and CPA-level training sessions.
- Provide refresher training for VAHWs and conduct training and deploy new VAHWs.
- Ensure training design and delivery actively promote the participation of women and youth
- Contribute to project M&E and progress reports by providing technical inputs, data, evidence, best practices and lessons learned
- Other duties assigned by Livestock Project Manager/GDAHP.

- At least of professional experience in livestock sector or related field for 5 years
- At least of specific experience in climate smart resilient cattle breeding including AI technique and field practice, VAHWs training and operation and setting up of LN2 generator for 3 years
- At least Doctor of Veterinary Medicine or equivalent education.
- In Addition, Experience in climate smart low carbon slaughterhouse management and standard and one health, as wells as animal traceability system is an asset.
- Proven ability to promote cooperation between and negotiate with a range of stakeholders, and to organize and coordinate multi-disciplinary teams;
- Strong leadership and team building skills;
- Demonstrable ability to organize, facilitate, and mediate; technical teams to achieve stated project objectives;
