Admin and Finance Officer
- Responsible for ensuring the daily administrative and financial support to the project implementation effectively and meet the deadline.
- Review vouchers to ensure the supporting documents are compliance with the donor and organization regulation and guideline.
- Receive and process payments for suppliers, staff and any other providers of goods and services to the Organization.
- Support the engagement with the local partner in the field offices related to the support quarterly monitoring visit.
- Work closely and direct report to Partner Oversight and Compliance – Senior Officer to ensure the effectiveness and efficiency.
- Other Responsibilities: Good collaboration with across function, especially the program support team at Country office level to ensure the compliance and supportive with quality.
- Minimum Bachelor Degree in Accounting or Business Administration or equivalent fields and/or minimum 3 years relevant work experience, preferably in accounting activities with an International Non-Government Organization (INGO) and/or private company.
- Demonstrated experience in following standard policies, procedures and processes.
- Demonstrated ability to ensure the implementation of basic standard transactions.
- Demonstrated ability to ensure the implementation of detailed admin and procurement transactions.
- Very Good in Microsoft Office with knowledge in Microsoft Word and Excel and intermediate numeric skills, knowledge of accounting systems is preferable.
- Experience in implementing People Soft System is a plus.
Senior Project Officer
Senior Program Officer for the MekongElevate Project
- Lead the delivery of project activities related to climate-smart agriculture (CSA), community safety nets, and inclusive governance in target provinces
- Support local partners and stakeholders through coordination, technical guidance, and capacity building
- Engage ethnic minority women, youth, and people with disabilities in climate action and leadership development
- Monitor project progress and contribute to reporting, learning, and sharing of results
- Uphold CARE’s commitment to safeguarding, equality of women and girls, and disability inclusion
- Other Responsibilities
- Bachelor’s degree in Community Development, Environmental Science, Agriculture, or related field (or equivalent experience)
- Minimum of 5 years’ experience in project coordination with NGOs or civil society in rural or ethnic minority communities
- Strong facilitation, planning, and team coordination skills
- Proven commitment to inclusive development, promote equality of women & girls, and participatory approaches
- Fluency in Khmer and strong communication skills in English
- Familiarity with CSA practices, local Indigenous languages, and DFAT-funded programs is an advantage.
Senior Program Manager
Senior Program Manager for the MekongElevate Project
- Provide strategic and technical leadership for CARE’s implementation of the MekongElevate project in Cambodia
- Supervise a multidisciplinary team and ensure high-quality delivery of climate resilience, GEDSI, and livelihood activities
- Manage partnerships with civil society, research institutions, and sub-national government stakeholders
- Oversee project planning, budgeting, risk management, and reporting
- Promote evidence-based learning and regional coordination with CARE in Laos, Vietnam, and Australia
- Ensure compliance with CARE’s safeguarding policies and donor requirements (DFAT)
- Other Responsibilities
- Master’s degree in Climate Change, Development Studies, Agriculture, or a related field (or equivalent professional experience)
- At least 7 years of progressive leadership experience in program management, preferably with international NGOs
- Proven track record in managing complex donor-funded projects and leading diverse teams
- Strong understanding of equality for women and girls, social inclusion, and climate adaptation
- Experience engaging government stakeholders and building partner capacity
- Excellent written and verbal communication skills in both Khmer and English
