Admin and Finance Officer
Project: Implementing the Strategic Action Programme for the South China Sea and Gulf of Thailand (SCS SAP Project)

Expected Place of Travel: Travel to project’s target coastal provinces (Kep, Kampot, Preah Sihanouk, Koh Kong) when necessary
Duration of assignment: 12 months with possible extension
- The Admin and Finance Officer is to provide support to the General Directorate of Natural Protected Area (GDNPA) in the implementation of the SCS SAP project, with the following tasks:
- Project coordination and activity implementation:
- Assist the MoE-SCS SAP project coordination unit (PCU) in the overall execution of the project
- Administration and logistics:
- Assist the MoE-SCS SAP project coordination unit (PCU) in completing project administration tasks; management of documentation, filing, and administrative arrangement for the sub-contractors/consultants, etc.
- Organize workshop venues, catering, printing, stationary and prepare workshop material, at the national level and the site levels as required
- Organize regular meetings of the PCU and other PCU’s meeting with project partners
- Assist in/contribute to preparing minutes of regular meetings of the PCU, and meetings of IMC, NTWG, etc.
- Contact and follow up the project’s sub-contractors/consultants for fulfilling the administrative and financial reporting requirements upon the agreed contracts
- Financial reporting:
- Assist in budget management ensuring effective record keeping and reporting by maintaining all financial records, supporting documents, statistical records and all other records pertinent to the project agreement
- Assist the PCU in recruiting, planning, delivering, monitoring, and evaluating of projects and workshops
- Contact and follow up the project’s sub-contractors/consultants for fulfilling the financial reporting requirements upon the agreed contracts
- Assist in budget management by purchasing items for projects and ensuring effective record keeping and budget reporting
- Prepare financial requests of project implementation/activities, making payment and clearing activity expenditure
- Prepare quarterly progress financial reports of the project, including a calculation of co-financing contributed to the project by MoE/GDNPA
- Prepare annual certified financial statement for the project expenditure
- Others:
- Provide assistance for other tasks as required by the PCU and habitat focal points
- Provide administrative support to all project partners as required for a smooth implementation of the SCS SAP project
- Education:
- Advanced university degree in related fields such as administration and accounting/ finance, economics, etc.
- Experience:
- Between 5 and 10 years of experience in financial project management or involving administration and finance of medium or large projects
- Relevant knowledge and experiences with GEF’s, UNEP’s and UNOPS’s projects are extra advantages
- Demonstrated advanced knowledge of Microsoft Excel
- Knowledge of computer programs of financial management such as QuickBooks is an advantage

Mangrove Specialist

Expected Place of Travel: Travel to project’s target coastal provinces (Kep, Kampot, Preah Sihanouk, Koh Kong) when necessary
Duration of assignment 98 days over the period of 14 months (March 2023 – May 2023)
- Under a direct supervision of the Mangrove Focal Point and the MoE-GDNPA SCS SAP project coordination unit (PCU), the Mangrove Specialist consultant is responsible for fulfilling activities under the outcomes of mangrove activities of the project as follows:
- Develop a national guideline for mangrove reforestation activities based on scientifically sound methods and procedure
- Set current baseline and identify priority areas for mangrove reforestation to meet reforestation targets of the SAP project
- Develop site-based implementation plan for mangrove reforestation
- Develop mangrove management results framework and associated indicator sets for monitoring (based on the regional framework)
- Support the Mangrove Focal Point to conduct training(s) on mangrove management results framework and data collection
- Support the Mangrove Focal Point in data collection and compilation for monitoring of mangrove management,
- Education:
- Advanced university degree in forestry, ecosystem, environment, and natural/marine resource management related to mangrove forests and natural resources, livelihood diversification, and climate change adaptation, or a related discipline
- Experience:
- Between 10 to 15 years of relevant experience in project and programme related to mangrove management, protected areas, costal ecosystem and natural resources, livelihood diversification, and climate change adaptation or a related discipline
- Relevant knowledge and experiences with GEF’s, UNEP’s and UNOPS’s projects are extra advantages
- Demonstrated experience in assigned consultancy of similar assignments (experience with UNOPS/GEF projects is desirable)
- Demonstrated experience in mapping exercises or assignments using mapping software such as ArcGIS, QGIS or similar applications, and experience in using drone for mapping exercise
- Substantial experiences with the coastal/marine habitat management are extra advantages

Mangrove Legal and Policy Specialist

Expected Place of Travel: Travel to project’s target coastal provinces (Kep, Kampot, Preah Sihanouk, Koh Kong) when necessary
Duration of assignment 43 days over the period of nine months (November 2022 – August 2023)
- Under a direct supervision of the Mangrove Focal Point and the MoE-GDNPA SCS SAP project coordination unit (PCU), the Mangrove Legal and Policy Specialist consultant is responsible for conducting a policy review related to mangrove management and make recommendations and facilitation for a policy reform. He/she will fulfill relevant activities of the project as follows:
- Review policy and legal aspects of mangrove management (terminology, procedures, recommended reforms)
- Formulate recommendations on policy and legal reforms to support sustainable use management of priority mangrove areas
- Preparing and facilitating national expert consultations to formulate agreed recommendations for legal/regulatory reforms for sustainable use management
- Draft required policy and legal reforms to support mangrove management
- Education:
- Advanced university degree in forestry, ecosystem, environment, and natural/marine resource management related to mangrove forests and natural resources, livelihood diversification, and climate change adaptation, or a related discipline
- Experience:
- Between 10 to 15 years of relevant experience in project and programme related to mangrove management, protected areas, costal ecosystem and natural resources, livelihood diversification, and climate change adaptation or a related discipline
- Demonstrated significant experience in assigned consultancy of policy review and policy reform process, or similar assignments
- Relevant knowledge and experiences with GEF’s, UNEP’s and UNOPS’s projects are extra advantages

Wetlands Specialist
Project: Implementing the Strategic Action Programme for the South China Sea and Gulf of Thailand (SCS SAP Project)

Expected Place of Travel: Travel to project’s target coastal provinces (Kep, Kampot, Preah Sihanouk, Koh Kong) when necessary
Duration of assignment: 160 days over the period of 13 months (April 2023 – May 2024)
- Under a direct supervision of the Wetlands Focal Point and the MoE-GDNPA SCS SAP project coordination unit (PCU), the Wetlands Specialist consultant is responsible for fulfilling activities under the outcomes of wetlands activities of the project as follows:
- Data gathering, mapping, and biodiversity and socio-economic assessment for baseline
- Review and update management plan of Koh Kapik Ramsar site
- Develop management plans for Chumpo Chmao & Kampong Trach wetlands
- Design training materials and taking part in facilitating the training on coastal wetlands management
- Develop integrated long-term management plan including sustainable financing mechanism
- Compile legitimate documents and relevant data for proposing to put Chumpo Chmao & Kampong Trach wetlands sites as protected area (e.g Ramsar Sites)
- Assist in preparing (drafted agenda and required documents) and facilitating national workshop(s) for Chumpo Chmao & Kampong Trach wetlands declaration as as protected areas
- Develop wetlands monitoring result framework with indicator sets and data collection manual
- Assist in organizing the consultation workshop for wetlands monitoring manual adoption
- Support to prepare and facilitate the training on monitoring framework and data collection for wetlands
- Education:
- Advanced university degree in ecosystem, environment, and natural/marine resource management related to mangrove forests and natural resources, livelihood diversification, and climate change adaptation, or a related discipline
- Experience:
