Summary of Key Results Expected
Admin and Finance Officer will be responsible for overseeing all finance, accounting, procurement, administrative and human resources functions under the project. This includes managing the project’s operations, finance and administrative staff, and its implementing partners. S/he will be responsible for effective, efficient, and timely submission of financial reports and for ensuring that administrative, financial and contracting,systems are functioning to support the project’s success. S/he will oversee financial management, non-technical procurement, logistical, human resources, information technology, and administrative support to the project team, in compliance with donors’ policies and procedures and local laws and regulations.
- Finance Duties:
- Prepare and process payments, invoices, receipts, and other financial transactions in compliance with policies.
- Assist in budget preparation, monitoring expenditures, and ensuring cost control.
- Maintain accurate financial records, ledgers, and supporting documentation.
- Prepare monthly, quarterly, and annual financial reports for management and donors.
- Support project audits and ensure proper documentation for financial accountability.
- Track project expenditures and ensure timely disbursement of funds.
- Administration Duties:
- Maintain proper filing systems for both financial and administrative documents.
- Coordinate office logistics, procurement, and inventory management.
- Support in organizing project meetings, workshops, and training events.
- Handle correspondence, communication, and documentation related to the project.
- Provide administrative support to the project team and management.

- Master's Degree in & bachelor degree or BSC in Accounting and Finance, Business, Public Administration or other areas related to the ToR.
- At least of relevant administration, accounting; and financial experience with project, international organization NGO or UN for 4 years
- Experience managing teams of at least 2 people;
- Experience in the usage of Peachtree Accounting and office software packages (MS Word, Excel, etc) etc.
- Demonstrated experience and familiarity with financial and administration best practices in Cambodia
- Strong English Communication skills (both verbally and in writing)
- Previous experience working for a grant-making organization would be an asset.
- Excellent command of Khmer (both written and oral) and good working knowledge of English

The Project Officer is responsible for supporting the planning, implementation, monitoring, and evaluation of project activities. The role involves coordinating with stakeholders, managing project documentation, tracking progress, and ensuring that project goals are met within the set timelines and budget.
- Assist in the planning, coordination, and execution of project activities according to work plans and timelines.
- Support in preparing project proposals, budgets, and related documentation.
- Coordinate with stakeholders, partners, and beneficiaries to ensure effective project implementation.
- Monitor project progress, track milestones, and identify challenges or risks.
- Collect, compile, and analyze data for project monitoring and evaluation.
- Prepare regular progress reports, presentations, and updates for management and donors.
- Ensure compliance with organizational policies, donor requirements, and project standards.
- Support in organizing workshops, training sessions, meetings, and other project events.
- Maintain proper project filing systems and ensure accurate record-keeping.
- Perform other duties as assigned by the Program Manager.

- Experience with monitoring and evaluation (M&E) processes is an asset.
